Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The position is located in the [CO Islamabad] and is responsible for providing technical support to the Government, Employers, and Workers in Pakistan, aligned with the overall framework of the Decent Work Country Programme IV (2023-2027). The DWCP outlines the constituents’ collective priorities, including the promotion of skills development and employment, universal social protection, international labour standards, and occupational safety and health. In addition, the ILO assists the Government in advancing global commitments such as the Global Coalition for Social Justice and the Global Accelerator on Jobs and Social Protection, among others.
The main role of the position is to oversee, plan, and ensure timely implementation, joint reporting with WHO and resource mobilisation to scale and amplify the commitments under the Global Accelerator. Pakistan became a pathfinder country under the Global Accelerator in July 2024 and has prioritised health sector within the overall care economy for human capital development and formalisation of the lower tiers and promote decent work through labour and social protection. This shall facilitate vertical and horizontal mobility of the workers in the health sector. This support will be provided through the joint efforts of the ILO and WHO in Pakistan who will work on skills training, assessment and certification for workers in the health sector and ensure that access to these skills is also available in the rural areas.
Within the policy and procedural requirements established by the ILO and the Global Accelerator, the Project Technical Officer will be responsible for providing direct technical support to the above project and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.
The incumbent will report to the ILO Country Director for Pakistan and collaborate with relevant technical Specialists in relation to the thematic areas of involvement.
Advanced level university degree (Master’s or equivalent) in labour economics, development studies, social sciences or other relevant field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Five years of relevant professional experience including three years at the international level.
Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.
Excellent knowledge of English is mandatory
