Under the direct supervision of the Regional Programme Director and in close coordination with the Senior Programme Officer, the Project/Monitoring and Evaluation Officer is responsible for conducting and facilitating activities under the scope of Monitoring, Evaluation and Reporting. The Project/M&E officer will be responsible for the Monitoring and Evaluation component of the LEAD 2 programme in Somaliland.
The LEAD 2 programme is a 4-year Dutch Ministry of Foreign Affairs-funded programme (2020/2023) that aims to improve and enhance economic prospects and opportunities for youth in Tunisia and Somaliland by supporting SMEs to grow, alongside supporting an enabling business environment and developing entrepreneurship and employability measures.
Main Tasks and Responsibilities:
The responsibilities and tasks include, but are not limited to:
- Support the Somaliland team in the smooth implementation of the programme and activities
- Work closely with the RPD and SPARK’s hub M&E team to ensure accurate collection of data and reporting of results (including M&E reports, M&E dashboards, etc)
- Review and verify local partner’s narrative reports and conducting a thorough verification of results
- Ensuring all programme documents are regularly uploaded and maintained on the shared drive folder
- Ensuring all kinds of survey are conducted based on the nature of the project activities such as activity satisfaction surveys, pre-post training tests, etc.
- Development of digital data collection tools such as google forms.
- Attending local partners activities and conducting field monitoring and visits to the areas of projects operation in Somaliland
- Lessons learnt: capturing all the lessons learnt during the implementation of the project and through the M&E findings and follow up on having them clearly highlighted
- Draft regular success stories reflecting accomplishments of the LEAD programme to be disseminated on various platforms.
Requirements and Skills
- Diploma or Degree in relevant field.
- Minimum of 2 years of work experience in M&E acquired at Donor / International organizations in the context of International, development or non-profit interventions;
- Computer knowledge: MS Office and especially Excel
- Good knowledge of Monitoring and Evaluation processes
- Good oral and written language skills in English
- Good team worker while able to work independently;
- Good communication and social skills and able to work in multicultural setting.
- Duty station is Hargeisa, with possible frequent trips to the field
