Context:

Established in Berlin in September 2015 at the invitation of the Government of Germany, the International Organization for Migration’s Global Migration Data Analysis Centre (GMDAC) was set up to respond to calls for better international migration data and analysis. GMDAC aims to better manage and analyse data generated by IOM, including for monitoring and evaluation of IOM’s activities worldwide, as well as conduct analysis of data on emerging themes in international migration. GMDAC aims to establish IOM as a key source or reliable data on migration through strategic partnerships, and to act as a “Data Hub” for decision-makers and practitioners. While based in Berlin, GMDAC directly reports to the ICP Department based in Geneva.

Under the overall supervision of the Director of the Department of International Cooperation and Partnerships (ICP) in Geneva and the direct supervision of the Director of GMDAC in Berlin, Germany, the successful candidate will support the strategic development of GMDAC’s overall programme of work, and contribute to specific work relating to migration data and the Sustainable Development Goals (SDGs). This post will be located within the Strategy and Communications Unit of GMDAC, a new unit which will continuously strengthen GMDAC’s portfolio of work by identifying and developing new opportunities, pursuing strategic partnerships and undertaking various communications activities relating to migration data. This will include: (a) Supporting the development of GMDAC’s programme of work, by helping to identify, develop and implement a number of initiatives in line with GMDAC’s strategic priorities and with IOM’s wider Migration Data Strategy, and in the context of global frameworks such as the 2030

Agenda for Sustainable Development (2030 Agenda) and Global Compact for Safe, Orderly and Regular Migration (GCM) and (b) Assist IOM’s Missing Migrants Project (MMP), which focuses on improving data on deaths and disappearances during migration.

Core Functions / Responsibilities:

  1. Help identify and develop new strategic initiatives and programmes/projects for GMDAC, supporting the coordination of such strategic initiatives with internal and external partners.

  2. Contribute to programme/project development for GMDAC in consultation with the Director and GMDAC unit heads.

  3. Draft presentations for the Director for external audiences.

  4. Assist in communicating on strategic initiatives and GMDAC programmes/projects as needed, including responding to information requests on migration data from government, media and academic actors as appropriate.

  5. Assist with the technical and administrative aspects of the MMP to facilitate the timely implementation of activities.

  6. In collaboration with other MMP team members and in coordination with RO research and data focal points, organize and facilitate trainings of data monitors in Regional offices on collection of data on migrant deaths in their respective regions.

  7. Conduct research and analysis and provide inputs for various materials and presentations relating to thematic issues of migration data and migrant deaths and disappearances as needed.

  8. Assist in preparing project reports on MMP for donor monitoring.

  9. Contribute to social media content and outreach relating to the Missing Migrants Project.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Social Sciences, Development Studies, International Affairs, Economics, Statistics, or a related field with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Demonstrated experience in migration research and data;

• Experience in project development, management, and evaluation concepts and procedures;

• Practical experience of how to multi-task, prioritize and work independently.

Skills

• Strong computer literacy;

• Ability to produce quality work accurately and concisely according to deadlines;

• Good knowledge of IOM’s policies and procedures;

• Strong organizational skills;

• Excellent writing, communication, negotiation and analytical skills.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
