Under the overall supervision of the Director of the Regional Bureau for Sciences and Culture in Europe, the direct supervision of the Head of Antenna in Sarajevo, and in regular consultation with CI Sector (HQ), specifically the Chief/FEJ, the incumbent shall work to ensure timely implementation of the EU-funded project “Building trust in media in South East Europe: Support to Journalism as a Public Good\", and thereby contribute to UNESCO’s work to promote freedom of expression in South East Europe and assist UNESCO in the fields of fundraising and networking. More particularly, s/he will:
• Project Coordination: ensure timely, efficient and effective coordination among partners and consultants/experts in the execution of activities, the management of the project and the implementation of the planned activities, in line with the approved overall project work plan and budget; Draft ToRs for the activities, review work plans and budget proposals of partners and consultants of the project, support project implementation, monitor budget execution and evaluate actions taken. Participate and represent UNESCO when relevant in activities of the project, as per agreement the direct Supervisor. Liaise and report on the activities of the project, outcomes and impact to the donor. Update UNESCO’s monitoring tools with the relevant project information.
• Visibility: Collaborate with the communication officer of the UNESCO Regional Bureau for Science and Culture (Venice), as well as UNESCO CI sector at HQ to maximize the visibility of the project while respecting UNESCO communication guidelines and following EU visibility guidelines. Ensure that messages and communication is aligned with UNESCO’s C/5 policies and strategies. Propose outreach strategies for the project, and in particular update project webpage with press releases, etc. Organize the launching of the project in Sarajevo and other related visibility and communication activities in other beneficiaries, as deemed necessary. Liaise, as assigned and agreed with the direct Supervisor, with the European Commission, EU Delegations in the project beneficiaries to ensure that information regarding the project is effective.
• Knowledge Management: Follow the development on freedom of expression in South East Europe and Turkey. Provide information to project partners and colleagues at HQ concerning project matters. Provide, through direct supervisor, information support to HQ as related to briefings, events on the region covered by the Regional Bureau and as assigned by supervisors.
• Networking, Partnerships and Resource Mobilisation: Liaise with UNESCO Brussels Office, in coordination with the direct supervisor, in order to support the reinforcement of the partnership with the European Union in the region. Identify as applicable, opportunities for resources mobilization with the EU and other donors in the region to strengthen Freedom of Expression.
• Perform other related duties, as required and deemed by the supervisor.
Education
• Advanced university degree in the field of communication, information, political science or related field.
Work Experience
• Minimum of 4 years of work experience in project management in the field of communication and/or information of which preferably 2 years acquired at an international level.
• Experience in drafting and reviewing strategic documents, such as policy briefs, analytical notes, publications, speeches and articles for senior officials.
Skills and Competencies
• Excellent project management skills.
• Excellent written and oral communication skills, with the ability to collect, synthesize and analyse information from various sources; high level of drafting skills to produce working and information documents in a clear and concise manner.
• Ability to work under pressure.
• Ability to take initiative and to manage competing priorities, organize and prioritize workloads and to meet established and short deadlines, with a strong capacity for accuracy, close attention to detail and quality of work.
• Advanced IT skills in word processing, spreadsheets, visual presentation tools, vide conference platforms, etc.
• Sound knowledge of freedom of expression, media diversity and pluralism and media situation in South East Europe and Turkey.
• Good networking skills.
• Proven ability to work in a multicultural environment.
• Strong interpersonal skills and demonstrated ability to work with and in multicultural teams.
• Good knowledge of UNESCO’s mandate, programme (with special focus on culture) and operational processes.
• Cultural sensitivity, integrity, negotiation skills.
• Capacity to encourage inputs and positions from diverse stakeholders, as well as to deliver effective synthesis.
Languages
• Excellent knowledge of English, with demonstrated capacity to produce quality written outputs such as reports, news items, etc.
Work Experience
• Relevant professional experience in the United Nations System or other international organization(s).
• Experience in working for or with other national and/or international development cooperation agencies
• Demonstrated experience in cooperation programmes and in the area of fund-raising and resource mobilization. Proven experience in developing proposals and agreements to external funders.
• Experience on implementation of EU funded projects.
• Working experience in one of the countries of the South East Europe region.
• Experience in managing large-scale projects with a focus on freedom of expression.
Skills and Competencies
• Good knowledge of UNESCO’s rules, regulations and procedures.
Languages
• Proficiency in other official languages of UNESCO and communication skills in one or more of the national languages spoken in South east Europe region.
UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 88, 743 US $.
