    Organizational Setting and Reporting Relationship

    The position of Project Officer is assigned to the Cambodia Resident Mission (CARM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Phnom Penh.

    You will report to the Country Operations Head or designated international staff.

    Your Role

    As a Project Officer, you will support the Country Operations Head in managing program and portfolio performance. You will monitor country partnership strategy implementation, portfolio performance and program implementation; conduct multi-sectoral research; support project financial management review and monitoring; and support management review of contract awards and disbursements.

    You will:

  • Provide guidance to team members in implementing and administering projects and technical assistance (TA) following Staff Instructions and Project Administration Instructions.
Monitor project implementation performance including project financial management, safeguards compliance, design and monitoring framework output performance, contract awards and disbursement. Identify challenges in implementation of assigned projects and recommend actions to address them through proactive interactions with relevant stakeholders. Recommend and develop management information systems for improved portfolio monitoring. Contribute to the collection, collation and presentation of data on program and portfolio performance. Analyze and comment on documents such as program and portfolio reports, and project-related documents. Support the circulation of information concerning Cambodia's operations including maintenance of websites and preparation of relevant publications. Prepare briefing notes and presentation materials for Senior Management and Board visits. Help coordinate the Country Management Team meetings. Be the 'Officer in Charge' in the absence of the Country Operations Head. Perform other responsibilities and assignments that may be assigned by supervisors.

Qualifications

You will need:

Bachelor's degree in Economics, Business Administration, Commerce, or any related courses preferably with advanced training or equivalent. At least 8 years of relevant work experience. Ability to draft written inputs to support the resident mission's work. Demonstrated knowledge of project implementation work Ability to undertake background research on difficult but well-defined tasks, collect and organize required data. · High level of proficiency in the using software or applications, and the ability to apply IT skills in collecting and analyzing data and preparing notes, papers, and reports· Experience working collaboratively with teams and contributing as a team member· Excellent proficiency in oral and written English communications. Additional Information

This opening is a local staff position. It is open only to nationals and residents of Cambodia.

This is a fixed term appointment with option to renew for an initial period of three years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
