Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. With the funding contribution from the European Union (EU), the International Labour Organization (ILO) Country Office for Pakistan, in partnership with the Worldwide Fund for Nature (WWF), is implementing the International Labour and Environmental Standards Application in Pakistan’s SMEs (ILES) project. The overall objective of the project is to promote sustainable and inclusive growth in Pakistan by supporting the economic integration of Pakistan into the global and regional economy through improving compliance with labour and environmental standards and increase competitiveness. The specific objective is to promote the enforcement and implementation of and compliance with international labour and environmental standards through two sub-objectives:
This project aims to promote compliance with international labour and environmental standards through a systemic approach that will intervene at the MACRO (Policy), MESO (Institutional), MICRO (Enterprise) and META (Knowledgebase) levels.
To achieve the project objectives, the ILO under the ILES project is providing support to the federal government through the Ministry of Overseas Pakistanis and Human Resource, Developments and four provincial governments through the Labour departments. The project is providing support in reviewing, drafting/amendments of the federal and provincial laws and rules of business, and capacity building of the tripartite constituents to improve implementation and promote evidence base decision making through targeted research. At the policy level, the project’s priority areas are occupational safety and health, labour inspection, addressing informality, and improving international labour standards reporting and labour protection frameworks. At the enterprise level, the project is implementing a number of enterprise development tools including “Sustaining Competitive and Responsible Enterprises (SCORE), Sustainable Capacity Development Programme (SCDP), Work Improvements in Small Enterprises (WISE), and long-term support to selected enterprises.
Reporting line
The Project Manager will work under the direct supervision of the Country Director of the ILO Country Office for Pakistan in close collaboration with WWF, the Decent Work Support Team in Delhi and relevant units at HQ, based on the technical, political and logistical needs of the programme of work.
The Project Manager will be responsible for guiding the strategic direction of the project. The incumbent will oversee the overall leadership and management of all aspects, including technical, operational, financial, administrative, and human resource management, resource mobilization, country operations, as well as the content of training manuals, information materials, and public statements.

Advanced University degree (Master’s or equivalent) in Law, Economics, Environment, Management or Social Sciences. First-level university degree (Bachelor’s or equivalent) in one of the above-mentioned fields and an additional two years of relevant experience could be considered in lieu of an advanced university degree.
Experience – Seven years of professional experience including at the international level in the area of industrial relations and/or labour law, promotion and facilitation of environmental standards and/or economic analysis of supply chains at a senior level, labour inspection, liaising and negotiating with senior officials in government, workers’ and employers’ organizations, donor agencies and non-government organizations. Good knowledge of the regional context and demonstrated experience in resource mobilization and M&E. Experience in the management of EU funded technical cooperation projects in Asia will be an added advantage.
Excellent command of English
Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards.
Ability to develop clear strategic goals consistent with the project/programme's objectives, and to design and synthesise strategies for programme development;
Ability to advocate and provide policy advice;
Excellent leadership skills, ability to work effectively in a team and excellent interpersonal skills;
Ability to formulate new concepts and methodologies, and to synthesise research and reach empirically based conclusions on related subjects by understanding both the qualitative and quantitative approaches in social science research.
Ability to develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings;
Ability to promote knowledge sharing and learning culture in the office, and to focus and guide others to meet objectives at individual and group level;
Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners;
Should be open to and able to make changes to accommodate culture and gender differences in order to interact effectively with individuals;
Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to mobilise the support of international donor agencies and provide quality services;
Ability to plan and support the development of individual's skills and abilities for a more effective fulfilment of current or future job/role responsibilities;
Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements, or cultures;
Drive to seek or encourage others to seek opportunities for different and innovative approaches to organisation problems and opportunities for improvement.
