Position Overview:

Partners In Health seeks a qualified, dynamic candidate to serve as the arcTB Project Manager. The project manager will play a central role in upholding PIH's core mission and values, while implementing a UNITAID-funded project (arcTB) aimed at accelerating and promoting responsible introduction of new DR-TB drugs and regimens.

The project manager will serve as primary point of contact for the arcTB project and will be responsible for overseeing the implementation of all project activities, in line with the project work plan, budget, timeline and key performance indicators.

Essential Duties and Responsibilities:

The project seeks to:

  1. Reduce DR-TB cases and deaths by effectively treating DR-TB and breaking the chain of transmission
  2. Facilitate implementation of short regimens as part of a more comprehensive and supportive approach to DR-TB
  3. Generate demand and accelerate adoption/use of these tools in LMICs
  4. Generate real-world experience regarding optimal strategies and delivery models for implementation, case-finding and resistance monitoring

    Responsibilities:

    Working closely with the TB/HIV Lead and Policy and Partnerships Director, s/he will proactively:

    Project Support:

    • Organize a project launch and a close-out meeting, as well as a mid-term lessons learnt workshop with PIH and MOH staff.
    • Oversee roll out and day-to-day implementation of all arcTB Liberia project activities throughout the project period, providing direct supervision and support to project staff based in Monrovia and virtual support to those in Maryland.
    • Support program-related deliverables and reporting in alignment with PIH and UNITAID rules and regulations.
    • Support National Tuberculosis Leprosy Control Program (NLTCP) with development of SOPs, algorithms, curricula and job aides for new DR-TB regimens, TPT, contact tracing and use of chest x-ray with AI; forecasting of new DR-TB regimens; and implementation of PMDT expansion plan.
    • Coordinate sputum transport, patient referral and linkage to care with PIH and NTLCP clinical teams.
    • Ensure all project activities are consistent with established, evidenced-based practices, international and national standards.
    • Conduct regular field visits to monitor implementation, identify gaps, and troubleshoot issues with the PIH management team.

      Financial Support:

      • Participate in the annual project budget development process, working with Boston and Monrovia teams to forecast activities and costs for arcTB project.
        • Monitor expenditures, reconcile invoices, prepare financial reports, and fiscal-year end analysis in collaboration with the PIH Grants Manager, supervisors and the Finance team.
        • Work with relevant staff to ensure accurate reporting and tracking of expenditures to ensure compliance with annual arcTB project budget.

          Communication:

          • Prepare and edit correspondence, project reports, presentations and other arcTB project related documents.
          • Project reporting point of contact and participation in the arcTB Technical Working Group and biweekly check-in meetings.
          • Liaise between the PIH-Liberia team and other arcTB country teams.
          • Provide a link and communication between discussions with the NTLP, CHT and PIH team.
          • Work with the Communications Team to keep arcTB information up to date.

            Qualifications:

            • Post graduate degree in Public Health, Anthropology, Business Administration or a related field.
            • Familiarity with policies, rules, and requirements associated with UNITAID grants and direct experience in working with grant-related budgets.
            • Efficient and organized work practices.
            • Proficiency in Microsoft Office applications, particularly Excel and Word.
            • Excellent interpersonal, verbal, and written communication skills.
            • Demonstrated ability to interact professionally, and with sensitivity, with culturally diverse staff, clients, and consultants.
            • Comfort with ambiguity, shifting priorities, and need to juggle competing demands in a fast-paced and challenging multicultural work environment.
            • Language skills: English language fluency.
