The Peace and Security Cluster (PSC) is a team within the New York Portfolios Office (NYPO). For over 25 years, PSC has provided portfolio, programme and project management services in the area of the delivery of gender-responsive humanitarian mine action and the broader area of explosive threat management. PSC currently operates Project Units in about 18 countries and territories. Each PSC Project Unit operates as an integral part of the overall PSC structure, and is directed and managed by a Head of Project Unit (HPU).

In Colombia, UNOPS implements the UNMAS program with the objective of providing technical assistance to the Mine Action Center-Peace Commissioner’s Office (CCP) / AICMA Group, as well as to the broader mine action sector in Colombia. This support aims to improve the coordination, operational management, and efficiency of the mine action sector in Colombia to respond comprehensively to the needs of affected communities and contribute to broader goals of protection, security, development, and peacebuilding.
In this context, UNOPS is implementing the Closure Phase of the project for the provision of information on the location of explosive devices (ED) as input for peacebuilding in Colombia. The project’s goal is to conclude efforts in the implementation of the Humanitarian Mine Action (HMA) policy, facilitating the fulfillment of commitments made by the now-dissolved FARC-EP in the 2016 Final Peace Agreement, regarding the provision of information on explosive devices (ED) in Colombia. Key components include completing the data collection on the location of these devices, as well as gathering detailed information on the tactics, strategies, and uses of anti-personnel mines, to update public policy and technical standards for HMA, which will support demining operations. An additional component is the preparation of a historical memory document that captures the progress and lessons learned throughout this process, with a gender-sensitive approach, contributing to the HMA policy and strengthening peacebuilding efforts in the country.
In this context, the project also aims to complement the technical capacities of the tripartite mechanism (National Reintegration Council - Peace Commissioner’s Office (CCP) / AICMA Group - United Nations Verification Mission).
Functional Responsibilities
This position will promote collaborative work, with a results-oriented approach, consistent with UNOPS rules and regulations, according to the responsibilities outlined below.
Reporting to the Head of Project Unit (HPU), the position title will carry out the following duties:
Support the Tripartite Mechanism in updating the information collection methodology, monitoring and supporting the information collection sessions with peace signatories, managing information and its quality control, and systematizing the technical process and its results
Provide technical assistance to the national Mine Action Center (MAC/AICMA Group) in updating national standards, technical annexes, training curricula, and training sessions, as well as in the implementation of an explosive ordnance characterization viewer
Support the Tripartite Mechanism in designing and implementing technical training processes (training and retraining) in HMA, including Explosive Ordnance Risk Education (EORE). Geographic information systems and interview techniques for peace signatories, aimed at strengthening the capabilities of former combatants for the implementation of the final phase of the project
Support the creation of a historical memory document that highlights the process of delivering information about explosive devices, so that it can be replicated in future peace agreements
Support the Tripartite Mechanism in the preparation of reports, management, and documentation handling
Assist in the planning and execution of activities and events for the UNMAS program in Colombia
Support the engagement, and coordination of project stakeholders to ensure timely communication, alignment of expectations, and effective collaboration throughout the project lifecyclethe Stakeholders Management of the project
Carry out any other activities within the framework of the Country Strategy for the UNMAS Colombia program as required by the Senior Program Officer and/or HPU Head of Project Unit
Basic Explosive Ordnance Risk Education (EORE) certification is required. Kindly attach a copy with your application

Experience
Relevant experience is defined as professional experience in implementing and monitoring mine action projects, including activities such as Explosive Ordnance Risk Education (EORE), victim assistance, and/or capacity building with national or local stakeholders.
Experience in handling the peripheral system and IMSMA is desired.
Experience in liaising with national and/or local authorities is desired.
Experience in the design and implementation of information management systems (ArcGIS, Power Bi, etc.) is desired.
LanguagesIt is the policy of UNOPS to conduct background checks on all potential recruits/interns.
