The United Nations Office for Project Services (UNOPS) has been present in Bangladesh since 2003. It established formal representation in 2014 to provide more substantial support to the Government of Bangladesh (GoB) in areas of sustainable, resilient infrastructure and program or fund management.
UNOPS Bangladesh is joining the Directorate General of Health Services (DGHS), National Malaria Elimination Programme (NMEP) and the Communicable Disease Control (CDC) in the implementation of 29 medical grade oxygen producing plants across different government hospitals throughout Bangladesh.
Under the Global Fund Emergency Response for Bangladesh Project, this initiative aims to strengthen Bangladesh's health system by providing critical infrastructure and equipment to enhance the oxygen delivery capacity of district hospitals across the country. The plants will improve the capacity of hospitals to provide essential and emergency care for patients who need oxygen at any level of age and health status.
With funding from The Global Fund to Fight AIDS, Tuberculosis, and Malaria (the Global Fund), UNOPS is implementing the project on behalf of the Ministry of Health and Family Welfare, Government of the People’s Republic of Bangladesh.
The UNOPS Bangladesh Office implements projects in close coordination with the Government and national authorities. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. Functional Responsibilities
The Project Management Support - Senior Analyst will report directly to the Country Manager and work in full coordination with the Project Manager/Deputy Project Manager and other support team from the Bangladesh office. The incumbent will be primarily responsible for assisting the project team with the implementation of substations and connection to the plants, Final handover of the PSA Plants, Defects notification period management, coordinating with the stakeholders and finalizing the modality of warranty extensions, supporting logistics team and coordinating with Central Medical Stores Depot (CMSD) in returning the Air compressors and Generators and other coordination supporting tasks required to ensure timely, cost-effective, safe and quality delivery of the project. He/she will be required to lead and assisting the following tasks as well:
1. Stakeholder management, engagement, coordination and liaison
Support the coordination and management of communications to ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
In coordination with the Project Manager, inform the partner on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance).
Attend all relevant technical meetings and maintain excellent contact with all stakeholders.
Prepare briefing materials (talking points, capacity statements, background notes) and presentations for the Project Manager to engage with partners.
Participate with the project manager in meetings with potential partners and ensure follow-up.
Support the partnership team in the expansion of UNOPS outreach by researching new partnership opportunities with the private foundations, INGO’s, academia, and the private sector.
Prepare presentations and documents for the Project Manager to showcase UNOPS capabilities and value-add and enhance the understanding of UNOPS with relevant partners.
Support to the project manager for planning and documentation for new projects as advised by the Country Manager and in accordance with UNOPS Organizational Directives, Administrative Instructions and Project Management Manual.
2. Project coordination and Management Support
Coordinate with NMEP, CDC, DGHS, National Electro-Medical Equipment Maintenance Workshop & Training Centre (NEMEMW&TC) and Hospital Authority and support the project manager in the final handover of the PSA Plant and other equipment.
Coordinate with NMEP, CDC, DGHS, NEMEMW&TC and Hospital Authority and support the NMEP project team to prepare individualized SOPs, and obtain approvals to ensure smooth functioning of the PSA plants.
Coordinate various logistics processes in consultation with NMEP, CDC, CMSD and UNOPS logistics team.
Liaise and coordinate with NMEP, CDC, PWD, HED and Hospital Authority for getting the demand notes for the transformers and also the final set of documents for processing the procurement.
Support the project team in smoothly managing the defects and maintenance period.
Coordinating with the stakeholders and finalizing the modality of warranty extensions, and maintenance of PSA plants to ensure full stakeholder satisfaction.
Prepare work plans and reports, ensuring that they are sound, and in line with the project, policy and strategies.
Prepare and maintain project files, including internal and external project reports.
Assist in overseeing change controls and managing risk registers and issue management by establishing oversight procedures and proposing corrective measures where necessary.
Participate in field visits and project sites.
Coordinate timely receipt of required inputs from internal and external stakeholders.
3. Project monitoring, progress control and reporting
Provide substantive inputs to the project manager to assist in the preparation of project reports and documents, maintaining records on OneUNOPS Projects (OUP) and tools.
Prepare initial draft of project reports and presentations
Support project’s compliance with donor agreements and reporting requirements
Prepare and maintain updated project activity monitoring trackers and coordinate with relevant units for update.
Tracking of project-plan metrics that include performance indicators on management of project team, project budget, project activities duration and project deliverables quality.
Tracking of project issues and implementation of corrective actions.
Tracking of project risks and implementation of risks mitigations plan.
Managing quality of service as agreed with partners.
Preparing timely project-related reports, including project highlight report, project plan progress report, project issues report, project risks report and project quality management report.
4. Knowledge Management:
Participate in the relevant Communities of Practice
Contribute to expertise in tools and techniques.
Support the compilation of lessons learned as per the required reporting format.
Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.

The effective and successful achievement of key results by the Project Management Support - Senior Analyst directly affects the overall efficiency and effectiveness of the relevant business unit/project, impacting the timely and effective implementation of the respective services and deliverables. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.
Education/Experience/Language requirementsa. Education (Level and area of required and/or preferred education)
Advanced university degree (Masters degree or equivalent) in pharmacy, supply chain, business administration, Bio-medical or directly related fields is required.
A Bachelor's Degree with a combination of 2 additional years of relevant experience may be accepted in lieu of the master's degree.
b. Work Experience & Language
At least 2 years - with a Master’s degree - of relevant experience in working with health products, in the health sector is required.
Multi-tasking, flexibility and attention to details while maintaining a high service level is preferable.
Experience coordinating work between different sectors and stakeholders, particularly with government networks;
Proven track record to establish and maintain strong working relations with senior officials in line ministries;
Prior experience in quality assurance and quality control of project documents is an added advantage.
c. Certifications
Project Management certification is desirable (for example PRINCE2® Foundation)
d. Language requirements
Full working knowledge of English and one or more of the local languages is mandatory.

Contract duration: 6 months on retainer basis; subject to organizational requirements, availability of funds and satisfactory performance.
