EpiC Botswana Project Director

EpiC Botswana Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control over a period of performance from April 15, 2019, to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group and Right to Care. EpiC is designed to break through remaining, persistent barriers to the 95-95-95 goals and promote self-reliant management of national HIV programs. In response to USAID mission and country needs, EpiC delivers efficient, affordable, results-based technical assistance and direct service delivery tailored to context and epidemiology that is effective in surging, scaling, and sustaining HIV services, and systems to maximize equitable and equal access to HIV services and solutions aligning with the Global AIDS strategy 2021- 2026 and long-term epidemic control. Targeting key, vulnerable and priority (KVP) populations, EpiC Botswana implements activities across the HIV service cascade in Greater Gaborone, Francistown, Ngamiland, Chobe, Selibe-Phikwe, Palapye, Boteti, Kweneng East, Serowe, Southeast and Ghanzi. EpiC also collaborates with the MoH to roll out guidance and scale up implementation of COVID-19 activities and is the coordinating mechanism for conducting the third Integrated Biological Behavioral Study (IBBS 3), in collaboration with USAID, Ministry of Health (MoH), Centers for Disease Control (CDC) and other stakeholders.

Job description:

EpiC Botswana is seeking candidates for the Project Director position. The successful candidate will have overall responsibility for administration, program management, performance monitoring and technical implementation and oversight of all aspects of activities, under the oversight of the EpiC global management team. S/he will serve as the primary point of contact for the EpiC Botswana project, liaising closely with the USAID/Botswana MoH, local partners, and other stakeholders. S/he will provide technical and management leadership to the project and ensure successful implementation of the workplan and achievement of the project’s targets and goals. S/he will identify venues to share program successes to strategically advance EpiC program objectives in Botswana. S/he will identify innovations and best practices from other contexts that could be adapted to address some of the challenges in the Botswana setting. The Project Director will ensure that technical efforts are evidence-based, community-driven and will contribute to the deliverables in Botswana. S/he will also serve as the FHI 360 Country Representative.

Position Responsibilities

Management and Supervision

  • Provide overall programmatic management and oversight to the EpiC Botswana team to ensure compliance with organizational standards and procedures.
  • Supervise the EpiC Botswana project team and make staffing recommendations based on project needs.
  • Ensure submission of high quality and timely contractual and other key deliverables, which include workplans, budgets and program reports.
  • Oversee financial management and operations of the project, including coordinating country-level budgeting, procurement planning, expenditure monitoring, pipeline projections and subaward management as well as ensuring internal controls and compliance with organizational policies and standards as well as donor/award rules and regulations.
  • Promote a cohesive culture that upholds FHI 360 values and standards within the team.
  • Serve as the FHI 360 country representative in Botswana.

    Stakeholder and Donor Management

    • Serve as an advocate and communicator for the EpiC Botswana program, amplify USAID/Botswana’s work with key stakeholders including the MoH, and share program results and outcomes to advance the objectives of the program, and HIV programming in Botswana.
    • Identify opportunities to share program successes to strategically advance KP programming within the Botswana HIV response and encourage greater acceptance of KP programming in Botswana.
    • Work with government agencies to ensure the quality of services provided reduce barriers and improves access to services for KPs.
    • Work with CBOs, CSOs, other KP partners, local health centers and the MoH to increase the uptake of HIV and other health and wellness related services both at a community and clinic level, and in line with National HIV Strategic Plan and guidelines.
    • Coordinate community engagement and empowerment activities with KP groups for access to HIV and other health services.

      Technical Oversight and Leadership

      • Responsible for the development, implementation, and oversight of all technical activities in the annual country work plan, including the provision of in-country technical assistance (TA) and the identification of TA needs within the program.
      • Provide technical and programmatic expertise in HIV prevention, care, treatment, and viral load activities for priority and key populations.
      • Participate in reviewing and providing feedback on partners’ M&E frameworks, plans, and reports to ensure quality program reporting of results.
      • Oversee production of timely and accurate technical reports to FHI 360 and USAID as required, including responding promptly to requests from USAID.
      • Identify innovations and technical strategies that could be integrated into relevant national guidelines.
      • Contribute to the achievement of high-quality results in accordance with the targets identified in the workplan.
      • Coordinate closely with other FHI 360 projects in the region, with international and national NGOs and other KVP implementing partners to strengthen the quality of HIV programming in Botswana.
      • Support the technical team to examine challenges in achieving targets, potential innovations from other EpiC or regional programming, and trial of these innovations in Botswana.
      • Engage in South-to-South learning and collaborate/build upon country and regional initiatives, as applicable.

        Business Development

        • Identify opportunities for business growth, develop proposals and research sources for funding projects.
        • Keep abreast of developments in the larger HIV/AIDS field; document project methodologies, results, and outcomes as drivers for exploring new funding, and in collaboration with EpiC HQ develop abstracts and publications.

          Minimum Qualifications:

          • A minimum of a master’s level degree in Public Health, Health Administration, Management, Social Work, or Business Administration with a focus on public health, social sciences, or related field.
          • A minimum of ten (10) years’ experience with progressively increasing responsibility designing, implementing, managing, and leading large development programs involving multiple partners, stakeholders, and geographic target areas in a developing country; preference for experience managing USAID and PEPFAR-funded programs.
          • A minimum of five (5) years of strategic leadership and/or line management experience
          • A minimum of five (5) years of experience designing, implementing, and managing HIV programming for general populations; preferably in sub-Saharan Africa.
          • A minimum of three (3) years of experience providing specific technical direction and oversight of the development and management of HIV programs with KVP.
          • Demonstrated ability, through previous experience, leading a technical activity by using evidence and conducting data-driven decision making.
          • Demonstrated ability, through previous experience, to establish and maintain productive working relationships with a wide network of partners and stakeholders.
          • Demonstrated ability, through previous experience, to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community.
          • Demonstrated experience leading and managing a diverse team and excellent interpersonal and advocacy skills.
          • Strong management skills and familiarity with tools and systems for effective financial management, operations, and compliance with award terms and conditions, donor rules and regulations, and organizational policies and procedures.
          • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
          • Excellent communication, writing, and oral presentation skills in English.
          • Previous experience in Botswana preferred.
          • Experience in business development and USAID project design preferred.
