Result of ServiceUnder the direct supervision of the Regional Sub-programme Coordinator for Nature Action in ROAP and Nadja Münstermann, Technical Focal Point Quadripartite Collaboration, Nature and Health Unit, Biodiversity and Land Branch of the Ecosystems Division, UNEP, and in close collaboration with the Regional Sub-programme Coordinator for Chemicals and Pollution Action, and in close coordination with the One Health Team at Nature and Health Unit, Biodiversity and Land Branch of the Ecosystems Division , the consultant will support the delivery and coordination of UNEP’s One Health-related activities in the region. Activities will be implemented in close collaboration with the Quadripartite One Health Alliance partners and will contribute technically to advancing UNEP’s efforts on One Health in Asia and the Pacific region. The expected outputs will help strengthen UNEP’s capacity for engagement in the One Health arena in the region to develop and implement long-term strategic approaches that fully recognize and integrate environmental dimensions of One Health, and the synergies needed to institutionalize and operationalize the One Health approach, including upstream preventative actions. Work assignments and outputs of the consultancy will contribute to the strategic engagement of UNEP with Quadripartite One Health Alliance in Asia and the Pacific region, and ensuring effective, and well-coordinated delivery of UNEP’s efforts on One Health in the region, implemented in close coordination with the Quadripartite One Health Alliance. Specifically, this consultancy will provide support to: 1) coordinating and supporting UNEP’s engagement in the Quadripartite activities and other One Health-related initiatives in the region, including by contributing to the implementation of the Competencies for One Health Field Epidemiology (COHFE), Quadripartite project to support ASEAN One Health Joint Plan of Action implementation, the Nature for Health and other One Health-related projects, supporting member states in the development of strategies, policies and targeted measures, and to keep ROAP and the One Health Team abreast of developments; 2) supporting UNEP’s role as a secretariat of the Asia-Pacific Quadripartite Alliance, by providing day-to-day coordination support; 3) contribution to the preparation of written outputs for UNEP and the Quadripartite on environmental dimensions of One Health approaches; and 4) supporting resource mobilization on One Health-related initiatives by contributing to the preparation of funding proposals and project concept notes. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP Regional Office for Asia and the Pacific (ROAP) is strengthening its engagement in the Quadripartite One Health Alliance in Asia and the Pacific region. In March 2022, UNEP formally joined the Quadripartite One Health Alliance, formerly known as the Tripartite Collaboration for One Health, alongside the Food and Agriculture Organization (FAO), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH). UNEP specifically aims to strengthen the environmental dimensions of human, animal and plant health, and contribute to the joint objectives of the expanded One Health Alliance, including through the development of the implementation framework for the One Health Joint Plan of Action, and the Quadripartite Strategic Framework for Collaboration on antimicrobial resistance (AMR), which were developed by the four partner organizations and theme-specific action plans and initiatives such as the Nature for Health initiative and the Global Action Plan on AMR. Since 2022, UNEP has been actively engaged with partners of the Quadripartite One Health Alliance at the regional level, and have contributed to various collaborative activities, including those that have been implemented in collaboration with other regional partners. In 2024 and 2025, the Quadripartite One Health Alliance partners in the Asia Pacific region are expected to continue to collaborate further towards implementing the One Health Joint Plan of Action, and a series of key joint events and initiatives will be undertaken by the Quadripartite One Health Alliance in collaboration with other regional partners. In order to further strengthen UNEP’s engagement with the Quadripartite One Health Alliance partners and other relevant regional partners in Asia and the Pacific region, UNEP ROAP is seeking a specialist to contribute substantively to the delivery of UNEP’s activities on One Health in Asia and the Pacific region, in close collaboration with the Quadripartite One Health Alliance, and support UNEP’s strategic engagement and coordination with the Quadripartite One Health Alliance partners in Asia and the Pacific region. Qualifications/special skills• Advanced university degree (Master’s degree or equivalent) in the fields of human, animal or public health, life sciences or the environmental management sector is required. A first-level university degree in combination with 2 years of additional qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 5 years of progressively responsible experience in projects or programme management is required in at least two of the following fields: One Health; ecosystem health; biodiversity; wildlife management, health systems; antimicrobial resistance; ecotoxicology, emerging infectious diseases and zoonoses; public health; animal health; social, economic and behavioural sciences relating to One Health. • Experience in Asia and the Pacific Region, and Regional and Sub-regional bodies is desirable. • Working experience in a multicultural environment including United Nations desirable. SPECIAL KNOWLEDGE & SKILLS: • Understanding of ecosystem health, One Health, biodiversity, emerging infectious diseases and zoonoses, and other relevant issues on One Health in the region.
