Under the overall supervision of the Programme Manager (Shelter/NFI and Housing) and under the direct supervision by the Programme Officer (Shelter/NFI and Housing) the successful candidate will perform to assist in implementing site planning and site development activities in close coordination with the CCCM Programme Officer. The candidate will also work when required to supervise infrastructure projects implemented within the Shelter/NFI and Housing programme in Northern Mozambique.
- In coordination with the Shelter and the CCCM Project Officers:
- Support in coordinating site management activities in IDP-hosting sites managed by IOM CCCM, following CCCM Cluster site management standards.
- Provide support for site planning and development works.
- Assist in implementing all site maintenance and improvement activities assigned.
- Ensure proper documentation and accounting for all cash for work activities assigned.
- Ensure timely monitoring, tracking, and reporting of site management and development activities.
- Support in the establishment of representative IDP committees at IOM CCCM sites, ensuring they reflect age, gender and diversity of the IDP population.
- Ensure that the CCCM multi-sector site tracker and other databases are regularly updated. Extract reports from the CCCM multi sector site tracker for analysis.
- When required, and in coordination with the Shelter Project Officer, support the Shelter programme in implementing activities necessary for the successful completion of assigned construction projects, adhering closely to donor requirements and the guidance of the Shelter Project Officer.
- Participate in environmental sustainability programs for IDP settlements related to recycling, waste management, reforestation among others.
- When required, provide assistance in preparation of specifications, Bill of Materials (BoM) and /or Bill of Quantities (BOQ) for installation of infrastructure.
- Attend coordination meetings with clusters, technical working groups and task forces.
- Assist to verify that activities are performed in accordance with the specifications in the project proposal and notify respectively to the Shelter and CCCM Project Officers, in a timely manner of any change request pertinent. Adhere and respect the projects work plan (project schedule) and inform of any delay or workaround required for timely completion of activities.
- Support the Shelter and CCCM Project Officers on contingency planning, preparation of a general and weekly activity plan for the construction and supervision works assigned and provide regular and detailed progress reports on the implementation of the project activities.
- Keep the project documentation available and updated in hard copy and soft copy, as well as assist with the documentation, application, and dissemination of best practices and lessons learned.
- Assist to facilitate the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV), PSEA and other vulnerable groups in the programme implementation.
- Participate in capacity development activities for government and partners. This includes training capacity needs assessments, delivery of training sessions and practical field simulations as well as continuous mentoring.
- Maintain custody of equipment used for field activities. Maintain records of all activities and deliverables in the field to facilitate reporting.
- Perform such other duties as may be assigned.
EDUCATION
- Bachelor’s degree or equivalent in Civil Engineering, or a related field from an accredited academic institution with three years of relevant professional experience; or
- Completed High School degree from an accredited academic institution with a minimum of five years of relevant professional experience.
EXPERIENCE
- Previous experience in humanitarian or development activities, especially community-based infrastructure works, is an advantage.
- Experience in implementing cash-based interventions in shelter programs.
- Demonstrated experience in monitoring construction works implemented by local artisans at the community level.
- Construction experience in international organizations advantage.
- Knowledge of the Mozambique´s central region and northern region is an advantage.
