  Context  

In the framework of the situation regarding the migrants, asylum seekers and refugees across Greece, IOM Greece is establishing a pool of candidates interested to join the organization as soon as possible. The action under which the candidates will be selected shall contribute to the provision of targeted care interventions to the unaccompanied children (UMC) residing in Greece. The project ‘’Strengthening protection systems for unaccompanied migrant children and vulnerable women applicants and beneficiaries of international protection’’ is implemented by the International Organization for Migration - Mission in Greece with other involved partners in cooperation with the General Secretariat for the Protection of Vulnerable Persons and Institutional Protection of the Ministry of Migration and Asylum. The Action is funded by the National Development Program (N.D.P.) for the Programming Period 2021–2025, through the Special Service for the Coordination and Management of Migration and Home Affairs Programs of the Ministry of Migration and Asylum.. Therefore, IOM will capitalize on its extensive experience on the areas of child protection so as to provide tailored support and interventions to the UMC by offering accommodation and care services.

Under the overall supervision of the Chief of Mission and the direct supervision of the Project Coordinator, the successful candidate will be responsible for overseeing the activities in all Emergency Accommodation Facilities by providing guidance and capacity building to the field teams.                  

Establish  close coordination and communication with the Field Teams in order to ensure that child protection  guidelines of IOM and the provisions of the legislative framework for the operation of the Emergency Accommodation Facilities are being respected and followed.

Provide guidance and support to newly recruited staff in the implementation of project activities in the field, in accordance with IOM policies and procedures. Ensure  that project field staff maintains a professional approach at all times, that migrant services are delivered so that beneficiaries receive appropriate/ targeted assistance when required.

Act as focal point for administrative/operational coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc

Assist in monitoring the day-to-day operations. Collect statistics and work output reports from field project staff on a daily and weekly basis. Prepare consolidated reports for submission on a regular basis.

In coordination with the Administrative assistant, support in coordinating and monitoring administrative procedures for all field project staff, including but not limited to staff attendance, leave approvals, log books for staff travels, replacements of absent staff, approval of staff travel, staff evaluations, etc. When the need arises, coordinate on procurement required for field staff to carry out project activities.

Prepare and update information materials and tools needed by field project staff in the implementation of project activities.  Contribute to the development/ updating of SOPs for operational procedures, tools for data collection, campaign/ promotion materials, etc. in coordination with relevant units within IOM.

Maintain a continuous flow of information within the Unit. Keep up-to-date of developments on legislations, policies, procedures, international and national law amendments, etc. related to migration issues in general. Encourage sharing and updating of procedures, developments, and changes among field project staff that may have influence in their work. 

Maintain liaison with local counterparts in the field to improve cooperation and efficiency and to ensure referral pathways are strengthened. 

Assist and guide field project staff in promoting activities in Greece and enlarging the network of collaboration at the working level. Ensure IOM’s visibility is enhanced following the Organization’s mandate. 

Assist in coordinating the deployment of field project staff in identified target locations following constantly changing migration needs and gaps and to ensure IOM is represented where necessary.

Perform monitoring visits to the field to provide support to field project staff, identify needs and gaps, and strengthen relationships with local authorities and agencies. 

Bring to the attention of senior management any problems or obstacles encountered during project implementation that may require intervention or assistance, and make recommendations on actions to be undertaken for the effective delivery of the project targets.

Carry out relevant trainings for newly recruited staff and staff in other related units with the aim of building internal capacity on IOM rules and procedures, knowledge on child protection activities and project-related updates, skills/ knowledge in using various IOM tools.

Provide frequent feedback on employee performance, address weaknesses and offer support to improve skill gap

Support internal IOM coordination in the implementation of project activities across various project units within the Country Office.

Perform other related duties that may be assigned.

EDUCATION

Bachelor degree from an accredited University in Social Sciences, Humanities, Law, Psychology or a related field with four years of relevant working experience;

High school degree/certificate with six years of relevant professional experience.

EXPERIENCE

Previous experience of at least four years in a similar role preferred;

Familiar with direct assistance to migrants and/or refugees preferred;

Experience in working in a multi-cultural environment an advantage.

SKILLS

Computer literacy in standard software applications (MS Office, etc) will be considered an asset;

Willingness to work in day/night shifts, during holidays and weekends;

Valid driver’s license with at least five years driving experience an advantage.

Flexibility and capacity in conflict resolution;

Good communication skills, personal commitment and efficiency.

Languages
IOM’s official languages are English, French, and Spanish. 

For this position, fluency in Greek and English is required (oral and written).
