Background:
Candidates found suitable in this recruitment process will be placed on a Roster and might be offered a fixed-term or short-term post of Project Assistant (G5) in OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR). Successful candidates will remain on the roster for a period of 3 (three) years. Placement on the Roster shall not carry any expectation or guarantee of actual fixed-term or short-term employment to be made to the successful candidate/s.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with the ODIHR’s political mandate. Among the ODIHR’s main fields of activity are election observation and large number of assistance projects in the areas of democratic institution building, the rule of law and human rights.
Tasks and Responsibilities:
Depending on specific department/project’s needs, the incumbent will be responsible to provide administrative and, where relevant, support in implementing project activities, including organizing awareness-raising and capacity-building events, supporting process delivery, the development and maintenance of databases of information and providing project administration support:
1. Drafting correspondence (both on administrative and project matters), working documents and background material pertaining to issues addressed through project activities, including minutes, and sections of project reports; putting documents into adequate style, language and format.
2. Assisting in the development and implementation of project activities by liaising with counterparts and facilitating their participation, and monitoring the implementation of activities and submission of reports by the implementing partners and consultants.
3. Performing all administrative tasks such as schedules and arrangements for meetings and other events, reservations, budget follow-up, research for information and reference material. Preparing requests/documents, e.g. requisitions, travel requests/authorizations, expenditure authorizations, visa applications, etc.
4. Using software (Oracle), initiating and following up on actions related to requisitions, recruitment of consultants, training and study tours, purchase of services and goods, payments, travel authorizations requests/claims and dealing with all related inquiries.
5. Keeping track of pending matters and following up with other offices on deadlines, as well as on budget and expenditure for specific project outcomes, outputs and/or activities, giving estimates of costs for individual project activities and proposing budgetary and/or expenditure adjustments to supervisor.
6. Undertaking computer-based searches; collating, selecting and interpreting information necessary for the development of project activities and events

Necessary qualifications:
• Completed secondary education;
• At least 5 years of relevant work experience in the field of project support/ project administration; a university degree in a relevant field may be considered as a substitute for up to two years of working experience;
• Experience in project planning, implementation and reporting;
• Human rights knowledge is an asset;
• Ability to conduct research and collect information from a variety of sources;
• Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Monthly remuneration, subject to social security deductions, is approximately PLN 8,200. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 68 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
