Background:

A vacancy for a fix-term Project Assistant G5, has arisen Governance in Economic and Environmental Issues Department (GEEID) of the OSCE Presence in Albania.

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human right, protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

Tasks and Responsibilities:

The incumbent reports directly to the National Project Officer of Economic and Anti-Corruption Issues(NP1), and Senior Governance Adviser (S2) as the second-level supervisor.

The incumbent maintains regular contacts with all units of the Department, the Project Offices and other offices of the Presence in order to carry out most of the functions and for arranging meetings. The incumbent also contacts other departments, when required, to gather or share information relevant to the Department’s work and in the context of inter-departmental activities. The incumbent contacts civil society groups, NGOs and research centers, media and experts in carrying out her/his function of informant on economic and anti-corruption issues. The incumbent also maintains regular contact with government institutions, international agencies, NGOs, as well as with any other consultants, experts and trainers in the fields of economy, good governance, anti-corruption and public administration reform.

Under the overall supervision of the National Project Officer of Economic and Anti-Corruption Issues(NP1), the successful candidate will be tasked with the following duties:

1. Assists in planning, drafting, developing, implementing, monitoring and evaluating all projects related to economic and anti-corruption portfolio;

2. Conducts research on issues pertaining to good governance, anti-corruption, economic topics, public administration reform, including those related to the principles and practices of good governance at all level;

3. Monitors and analyses national developments related to good governance, anti-corruption, economic topics and public administration reform and prepares briefings, reports on those topics for the NPO, SGA and the Head of Department (HoD);

4. Liaises with national and international consultants, donors’ organizations and Governmental institutions (i.e. senior national and international governmental officials) in coordination with the NPO and SGA;

5. Performs logistical (travel organization, authorizations and organization of meetings) and administrative duties (weekly inputs, notes, correspondence, interpretation/translation, etc.) for the SGA and HoD.


Necessary Qualifications:

Education:

• Secondary education supplemented by specialised training or formal studies in economics, law, public administration, social sciences or related fields
Experience and knowledge/skills:

• Minimum 5 years of relevant working experience in good governance, anti-corruption, economy, public administration or related fields with central or local government units, NGOs, and/or international organizations;

• Experience in project planning, implementation and reporting;

• Ability to conduct research and collect information from a variety of sources;

• Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.
Languages:

• Excellent oral and written communication skills in English and Albanian.

Remuneration Package:

According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 1,058 EURO, subject to National Social Security deductions, in line with the Albanian Law.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
