About this position
We are looking for a consultant who will be able to assist CTI’s project team leaders throughout the preparation, processing, and execution of the Bank’s operations (including loans, technical cooperation, capacity building and knowledge products, operational inputs, loan results reports). Provide technical and analytical support to the Division’s project team leaders in their operational and administrative activities.
You will work with the Competitiveness, Technology and Innovation Division (IFD/CTI). It supports Bank operations in the areas of Science and Technology, Competitiveness and Innovation, as well as entrepreneurship to strengthen development in the region and promote specific projects that foster national, regional and sector innovation systems.
The CTI Division, provides funding, technical assistance and knowledge products to support governments in key action areas such as firm-level innovation, entrepreneurship ecosystems, green innovation, digital transformation, creative economy, social innovation, and productive development. IDB programs in these areas incorporate common themes, such as training in science, technology and innovation for advanced human capital; strengthening scientific and technological infrastructure; designing public policies to promote innovation; strengthening the institutional capacity of the agencies and ministries that are responsible for implementing these policies.
CTI is also responsible for the preparation and implementation of the Bank’s Strategy and action plan in all the above-mentioned areas. To address and support member countries in all these topics, the CTI Division requires a core team that can give support to the entire staff group in each one of the production lines.
What you’ll do:
- Contribute on the preparation and execution of lending operations and technical cooperation.
- Participate in drafting, proofreading, and processing operational documents, including Development Effectiveness (DEM), Results Matrices, Environmental Safeguard Screening and Classification Forms, Environmental and Social Strategies (ESS), etc. Before their submission to the different committees throughout the project cycle.
- Review project reports for loans and technical cooperation’s in accordance with Bank’s policies, guidelines, and procedures.
- Establish and monitor a calendar for the preparation of operations, ensuring teams understand their obligations and the relevant milestones for its final approval.
- Provide guidance to project team leaders in HQ and Country Offices on the preparation, scheduling, and processing of Bank operations.
- Prepare memos and other communications required for document processing and distribution (example aide memoires).
- As assigned, maintain and update operation and mission related activities within Bank Systems.
- Follow up on the status of the Division pipeline of loan operations and technical cooperation, as well as PCR’s and other relevant products.
- Manage effective monitoring systems to follow-up on Technical Cooperation and related activities across sectors.
- Work closely with the Division’s Operations Coordinator to assist in monitoring the division’s operations.
- Attend project operational review meetings and prepare minutes if needed.
- Publish approved documents in the Bank’s Internet website, as regulated by policy OP-102 and document GN-1831-36.
- When needed, work closely with the Division’s Resource Planner and Budget Coordinator to assist on administrative requirements and processes related to the division's corporate side.
- Provide support on the processing of individual contracts and firms contracts as well as helping on contract administration, (using pertinent bank systems) and payment processing requests.
- Support all administrative tasks that accompany the operations under the assigned portfolio.
- Know regulations/norms and procedures of the Bank to effectively perform each of the processes under responsibility.
- Other tasks as needed.
What you'll need
- Education: Bachelor’s degree in business administration, economics, or any other related field.
- Experience: Minimum of three years of relevant work experience. Having previously worked at the IDB is a plus.
