Support project processing and administration with tasks including, but not limited to: (i) procurement and consultant recruitment reviews and other project administration actions; and (ii) guidance to executing agencies (EAs), implementing agencies (IAs), contractors, consultants, and project beneficiaries on ADB policies, guidelines, and procedures on procurement and disbursement; and help ensure that requests from EAs/IAs and other project clients are promptly addressed or responded to. Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including gathering and consolidating data, and drafting writeups for various sections. Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects, and provide analytical inputs to project team leaders and/or government counterparts on shortfalls, causes, and actions needed to meet targets. Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details. Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met; Assist in addressing project administration red flags for timely corrective actions. Contribute to project-specific and/or portfolio reports, and participate in regional or sectoral portfolio meetings when requested. Participate in project inception, review, midterm review, special loan administration missions, and project completion review missions, as required. Provide data, analyses, and draft writeups to assigned sections of mission reports such as Memorandum of Understanding and Aide Memoires. Contribute to data gathering and preparation of project completion reports and TA completion reports. Provide support in project processing missions, particularly in designing project implementation arrangements, including procurement / consultant recruitment / disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals. Provide support to other technical local staff. Perform other duties that may be assigned as reflected in the incumbent’s workplan.

Qualifications

You will need:

A Bachelor’s degree in finance, business administration, engineering, or a related field. At least 5 years of relevant work experience. In-depth knowledge and experience on ADB operations, and ADB’s business processes, procedures, modalities, and workflows. Strong analytical ability to undertake research and analysis, collect and organize data and information, and draft documents. Proficiency in ADB’s information technologies and relevant software programs. Strong capacity for teamwork. Ability to work collaboratively with teams as a constructive team member, skills to liaise and collaborate with colleagues throughout ADB, and strong willingness and capacity to guide more junior and less experienced colleagues. Excellent capabilities in relationship management; strong client orientation; effective communication skills; solid strong problem solving and solution-oriented approaches; and strong responsiveness, flexibility, reliability, and professionalism.
