Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A two-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 27,490 (EUR) yearly.

    Introduction

    ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest) is implementing an EU funded project in North Macedonia. The project is addressing the most significant challenges to effectively improve workers’ well-being and productivity, in particular:
    -Insufficient information on constraints and drivers for enhanced OSH conditions, and inaccurate data on occupational fatalities, injuries and diseases;
    -Inadequate legislation, regulations and policies on OSH;
    -Lack of capacity necessary for prevention, compliance and enforcement related to OSH;
    -Insufficient awareness and understanding of occupational hazards and risks and the need for safe and healthy workplaces.

    The overall objective of the project is to contribute to the realization, in law and practice, of the fundamental right to a safe and healthy working environment for all workers in North Macedonia. The project will deliver strategically structured interventions that will lead to: i) change of the legal and policy frameworks, ii) change in the organizational practices, and iii) increased knowledge and change in attitudes of the target groups, and ultimately lead to decrease of the number of occupational accidents, injuries and diseases.

    The interventions are tailored to the specific needs of the stakeholders in North Macedonia, Ministry of Economy and Labour, State Labour Inspectorate, trade unions and employers’ associations, National OSH Council and professional OSH organisations to create ownership and lasting benefits after project closure.

    Specific objectives of the project are:
    Outcome 1. National OSH framework conducive to the promotion of a safe and healthy working environment is in place.
    Outcome 2. Systems and procedures for improved labour inspection services are in place.
    Outcome 3. Improved OSH Information system and procedures are in place.
    Outcome 4. National capacities to promote a safe and healthy working environment for all workers are strengthened.

    The Project Administrative Assistant will provide secretarial and administrative support to the office in planning, administering, and monitoring the project.

    Reporting lines:

    The Project Administrative Assistant will report to the National Project Coordinator. Work assignments are generally carried out under minimum supervision with the incumbent operating with a high degree of independence, particularly on operational delivery matters. S/he will work in close coordination with the Labour Inspection and Occupational Safety and Health Specialist of the DWT/CO-Budapest and the responsible Programme assistant based in Budapest. The ILO National Coordinator for North Macedonia will act as second-level supervisor.

    Description of Duties

    1.Serve as focal point for coordination of project implementation administrative support activities, involving liaison with various organizational units in Budapest and Geneva to initiate requests, obtain necessary clearances, process and follow-up on administrative actions.
    2.Provide general office management assistance, handle administrative tasks, provide advice and guidance to staff with regard to administrative procedures, processes and practices. Provide support to project-related missions and activities, including preparing budgets, coordinating travel and lodging of officials and participants, recruitment and payment of resources persons, and taking notes at meetings/seminars.
    3.Compile and prepare background information and tables for briefing and review sessions by identifying and consolidating data and relevant information on project activities. Clear outgoing communications for conformity with established procedures and accuracy before being signed by the supervisor.
    4.Maintain an overview of the financial situation of the projects. Prepare and modify budget data as required.
    5.Maintain and update relevant databases/records/registers/control plans on the status of projects for monitoring and evaluation purposes.
    6.Draft substantive correspondence on project activities and briefing notes in accordance with the requirements of the Office. Update information on web sites.
    7.Liaise with concerned ILO constituents and maintain up-to-date directories.
    8.Arrange internal and external meetings and appointments. Take notes and/or minutes at meetings.
    9.Process all project payments ensuring accuracy and documenting all financial transactions.
    10.Provide informal interpretation and translation.
    11.Perform other relevant duties as assigned.

    Required qualifications

    Education

    Completion of secondary school education.

    Experience

    At least five years of general administration and office support work experience.

    Languages

    Excellent knowledge of the Macedonian and English language.

    Competencies

    -Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
    -Ability to assimilate, apply and share job related knowledge in a timely manner, in particular related to ILO rules and regulations
    -Ability to search, retrieve and compile information from a variety of sources.
    -Ability to continuously develop and update professional skills, and master new tools
    -Ability to obtain services from other work units inside or outside the office for completion of tasks.
    -Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to changing demands.
    -Ability to manage a heavy workload under time pressure
    -A high degree of discretion with a sense of responsibility in dealing with confidential matters.
    -Interpersonal skills, tact and diplomacy when dealing with others.
    -Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
