PURPOSE OF ASSIGNMENT AND ORGANIZATIONAL CONTEXT:
BARMM is WFP's main area of operations in the Philippines. To further support the Government of BARMM with the implementation, design and scale-up of resilience programmes, WFP is seeking a Programme Policy Officer (PPO) with proven experience in project and people management and specialized skills in resilience programming to lead and manage the Integrated Resilience Programme portfolio. This senior role supports strategic planning aligned with the CSP, ensures effective resource management, staff development, and oversees smooth daily operations, guiding the integrated resilience programme team toward shared goals through clear procedures.
The Head of Integrated Resilience Programme CST-2 will be based in the BARMM sub-office and will supervise multiple technical and support personnel, The incumbent will work closely with Food Sufficiency Task Force (BFSTF) and other Government stakeholders and coordination mechanisms.
The PPO will work under the direct supervision of the Head of Cotabato Sub-Office, with overall technical guidance from the country office Head of Programme. The incumbent will manage the integrated programme portfolio of the sub-office in coordination with external partners and with internal units of the country office and sub-office.
KEY TASKS AND RESPONSIBILITIES OF PROGRAMME POLICY OFFICER:
The key activities during the assignment are as follows:
Lead the design and oversee the implementation of the wide-range and moderately complex programme portfolio for integrated resilience in BARMM, in line with WFP programme policies, WFPs strategic objectives, and country local context.
Guide technical assistance and operational planning, and foster synergies between teams and activities within the programme portfolio, promoting activity layering, sequencing of planning, quality standards and assurance processes.
Oversee funds planning and execution for integrated resilience activities in BARMM, in coordination with respective units, and ensuring the best use of assigned financial resources for achievement of set objectives within a moderate budget.
Provide technical expertise and advice on programme issues including assessment and analysis, the choice of objectives, activities, transfer modalities, the deployment and testing of innovative approaches and the development of strategies to support government efforts.
Lead, motivate and develop a team of staff to enable high performance, and provide them policy, strategic, and technical guidance for implementing integrated programming in BARMM.
Establish and foster strategic and operational partnerships with government entities, UN agencies, NGOs, academia, and research institutions to identify opportunities for collaborative approaches and initiatives that improve WFP’s integrated resilience programme portfolio in BARMM and support advocacy work.
Work closely with the government, BFSTF and the inter-ministerial convergence technical working group to plan and implement integrated resilience activities.
Oversee the preparation and dissemination of analytical and critical reports, publications, and various information products or briefs for internal and/or external use.
Assist in developing and implementing training programmes that improve the ability of WFP staff and partners to plan and execute effective integrated resilience programs according to corporate guidelines.
Ensure integrated resilience activities are implemented considering conflict sensitivity, protection, gender, disability inclusion, and accountability to the affected population (AAP).
Coordinate with the various departments or units in the CO and SO to ensure full compliance with WFP’s policy, procedures, and standards. Other tasks as required.
ESSENTIAL QUALIFICATION AND EXPERIENCE:
Education: Advanced University degree in a relevant field such as International Affairs, Social Sciences, Economics, Business Management, Communications, Development Studies or other related fields.
Experience: At least five years of experience and a proven track record of implementing and managing food security and nutrition, value chain, and resilience-building activities in the context of climate change, disasters, and other shocks. Previous experience working on these issues in the Philippines or any other country as part of WFP will be an asset.
Language: Excellent written and oral communications skills in English.
