Context:

Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. This mandate has resulted in the international transport of more than 15 million migrants and refugees worldwide. Movement Operations departments in various IOM Country offices (COs), coordinated under the division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization's programmes.

Under the overall supervision of the Chief of RMM and the direct supervision of the Senior Programme Advisor, RMM, the successful candidate will assist with RMM projects, including components of the CRISP programme, primarily through administrative support, reporting, monitoring and evaluation, implementation, and communications.

The Sustainable Resettlement and Complementary Pathways Initiative (CRISP) is co-managed by the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR). The CRISP was established as a joint programme with UNHCR and builds on the achievements and progress established under the Emerging Resettlement Countries Joint Support Mechanism (ERCM) from 2016 to 2019. The ERCM was established at the 2016 Leaders’ Summit on Refugees and is included in the New York Declaration and the Global Compact for Refugees. IOM contributed to the 2019 development of UNHCR’s Three Year Strategy on Resettlement and Complementary Pathways to which the CRISP is aligned and consistent.

Core Functions / Responsibilities:

  1. Provide administrative support to the RMM projects, including the CRISP Programme, to assist them in carry out their immediate to long-term objectives as defined in the programme documents, including support for the country assessments, country-level self-evaluation exercises, and identification of necessary components to develop or strengthen in establishing a resettlement programme.

  2. Support and assist with the set-up, roll out and implementation of CRISP and other programmes, including coordination with donors, IOM COs and partners such as UNHCR.

  3. Assist with the implementation of programme work plans, including support for the development of country level plans and budgets. For CRISP, build on the model used during the launch of the ERCM.

  4. Liaise internally with the IOM divisions for organizing meetings, drafting meeting summaries, collecting information and inputs.

  5. Assist with Monitoring and Evaluation (M&E) and the utilization of reporting templates for tracking programme progress at the country level, and assist in the compilation of information for the preparation of donor reports.

  6. Assist in conducting midterm reviews and other relevant M&E to assess the progress and gaps more in depth and provide recommendations.

  7. Provide administrative and logistical support to communications and public information, by contributing to the development of slide presentations, press notes, Talking Points, situation reports, and newsletter.

  8. Develop infographics representing programme achievements on resettlement and other components for inclusion in RMM Portal and other fora.

  9. Consult and collaborate with staff at IOM Headquarters and in IOM Country Offices to advance programme objectives as needed, such as through staff surveys, questionnaires, data collection and information gathering.

  10. Assist in preparing for and participating in regular calls with country offices, bilateral meetings with UNHCR and the donor meetings.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Communications, Political or Social Science, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Previous experience in providing administrative and logistical support, project development and/or working for an organization which provides humanitarian assistance;

• Experience in research, writing, outreach, data collection and analysis as well as communications;

• Computer literate, well-versed in Microsoft Office Suite and design software;

• Familiarity with IOM’s role in resettlement and movement operations;

• Experience of working in a multi-cultural setting.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge in French, Spanish, and/or Arabic is an advantage.
