    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    ILO regional office for Arab States supported by Government of Switzerland has launched a programme entitled “STREAM - Extending Social Protection to Migrant Workers and Their Families in The South Asia-Gulf Corridor”. The programme aims to ensure migrant workers, and their families have access in law and in practice to their human right to social protection without discrimination (i.e. employment injury, unemployment, end-of-service indemnities, medical, and maternity benefits) making them resilient to risks and shocks across their lives and work transitions.

    The programme builds on over a decade of ILO’s support to strengthen policy and institutional frameworks to improve migration management, ensure safe migration and protection of migrants in the countries of destination and upon return. The programme will focus on:

    · Policy and regulatory reforms for migrant inclusive and gender sensitive social protection systems across the South-Asian-Gulf corridor
    · Effective and inclusive access to existing and new social protection provisions for women and men migrant workers
    · Dialogue and coordination for the advancement of the social protection of migrant workers across the corridor
    · Build evidence-based advocacy capacities for a gender -sensitive social protection for migrant workers across the South-Asian-Gulf corridor

    The programme will be implemented by a STREAM Programme Team, led by one Senior Programme Manager. Currently the programme covers Nepal, Bangladesh and Sri Lanka and India among the South Asian countries. There will be Technical Specialists, Technical Officers and National Officers based in programme implementation countries of South Asia and Gulf Countries under the Programme Manager. The position of STERAM Programming officer and National Project Coordinator (National Officer) will be based in Dhaka and for the initial 12 months of the programme only.

    Reporting Lines and Working Relationships

    The incumbent will administratively report to the Head of Programme of the Co-Dhaka. Substantively, the incumbent will report to the CTA of the STREAM Programme who will oversee all programmatic aspects. The incumbent will work in close collaboration with all other STREAM staff members as well as with the Co-Dhaka social protection team and migration team. The incumbent will receive technical guidance and support from the STREAM Technical Social Protection Officer for South Asia, as well as the Social Protection and Labour Migration Specialists in DWT South Asia, other relevant social protection and labour migration specialists and other technical specialists in HQ and cooperate with relevant Decent Work Technical Support Teams (DWTs). Additional expertise will be sought as required from other departments, including International Labour Standards Department, Bureau for Workers' Activities, Bureau for Employers' Activities, NORMES, etc.

    Description of Duties

    In relation to the Programming and Monitoring Officer role, which extends to all countries covered by the STREAM programme in both South-Asia and the GCC:

    1. Monitor progress of the STREAM programme and activities by reviewing, verifying and analyzing work-plans. Assemble, consolidate and prepare technical and financial progress reports, final reports and other data for clarity, consistency and completeness, across both ends of the GCC-SA corridor. Assist in the development of systems for use in monitoring and reporting on activities and performance, given particular attention to the gender sensitivity in the monitoring and reporting tools.
    2. Provide programming and senior administrative support to the programme implementation across both ends of the GCC-SA corridor, including in relation to the development and follow up to internal implementation processes, development of the terms of references, procurement of services, development of implementation and grant agreements and other engagement modalities. Consolidate information for planning and negotiation of programme activities across both end of the GCC-SA corridor, considering different approaches and alternative methods for programme design, management, problem identification and problem resolution. Follow-up on internal approval processes, clarify information, and answer questions about clearance and processing requirements. Follow-up with relevant team members, departments at headquarters, country and regional offices to expedite implementation and meet targets.
    3. Assist the Programme Manager in the programming and control of resources of the STREAM programme from all sources of funds across both ends of the GCC-SA corridor, prepare budget estimates and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.

    In relation to the National Project coordinator role for Bangladesh:

    4. Responsible for implementation and overall execution of STREAM activities in Bangladesh through the establishment of a work plan in consultation with the STREAM programme team and close consultation local programme partners, efficient provision of inputs and delivery of outputs, and the monitoring and evaluation of programme activities in conformity with ILO technical cooperation procedures which includes effective administrative and financial management, and reporting.

    5. Develop and implement the strategy for STREAM engagement in Bangladesh. In close consultation with the STREAM programme team and technical units of the ILO, identify and review areas for technical support by the ILO under the framework of the programme and provide analysis on the findings to the Technical Expert in Geneva and management of the ILO Dhaka Office. Develop and review institutional frameworks, in which government agencies and social partners can best improve, implement and evaluate efficient and effective interventions in the area of social protection and labour. Identify partners for implementing different activities, collaborate in the design of actions and arrange their monitoring, backstopping, evaluation and adaptation where appropriate;

    6. Provide technical inputs to advance the right to social security for migrant workers from Bangladesh as ILO focal person in the policies, regulations and other relevant platforms in Bangladesh. Organize and facilitate various events to promote ILO frameworks and instruments regarding labour migration, equality of opportunity and treatment for women and men, and the relevant International Labour Standards and participate in the preparation of conferences, seminars, workshops, training sessions and meetings and represent ILO.

    7. Guide and supervise the work of the programme assistant, consultants and service providers, in both administrative and technical aspects, such as administrative coordinating; technical design, monitoring and evaluation, and reporting of programme activities; ensuring effective co-ordination of action programmes in order to deliver integrated and comprehensive interventions; and creating a learning, knowledge sharing, and staff-development friendly environment. Oversee all programme management and ILO technical activities under the programme in Bangladesh.

    8. Ensure engagement of constituents at an appropriate level by building and maintaining partnerships with the concerned government ministries and departments in Bangladesh, the employers' and workers' organizations, UN and international organizations, non-governmental organizations, and the donor, in the planning and implementation of activities under the programme. Liaise and work in close contact with the Government of Bangladesh (relevant Ministries and Agencies), Bangladesh Employer’s federation as employers’ representative and national Coordination Committee for Workers Education as workers representative. Establish a close technical and political relationship with relevant forum and working groups of the United Nations Resident Coordinators’ office and relevant Civil society organizations, research institutions and other actors working in the field of social protection and migration.

    9. Carry out other duties as may be assigned by the Country Director on either of the areas of responsibility.

    Required qualifications

    Education

    University Degree in development, economics, management, social science or related field with demonstrated expertise in the subject area.

    Experience

    Minimum of three years of professional experience of which at least 2 years at the managerial positions, including field experience in project and programme management and implementation in the region. Familiarity with ILO standards, policies and procedures, ideally in the field of labour migration and social protection. Experience in working on social protection, labour migration issues would be an advantage. Technical expertise in gender would be distinct advantage.
