The incumbent will work under the direct supervision of the Head of Programme Office in Ukraine and the additional supervision of the Cybercrime Global Programme Coordinator within the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) at Headquarters in Vienna. The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance in the country and, where necessary, globally. For more information on UNODC please visit www.unodc.org ResponsibilitiesWithin assigned authority the Programme Officer (Cybercrime Investigations and Digital Forensics) will be responsible the following specific duties: • Support the design, implementation, contribution and ensured coordination of cybercrime technical assistance programming for UNODC in Ukraine; • Participate in the design and undertake training needs assessments of law enforcement agencies relating to all aspects of collection, preservation, analysis of digital evidence, as well as open-source intelligence (OSINT), including social media intelligence (SOCMINT) techniques for cyber-enabled and -dependent crimes; • Provide substantive support in the design and development of training curricula on all aspects of digital forensic analysis, open-source intelligence (OSINT), including social media intelligence (SOCMINT) techniques; • Organize and conduct capacity building and technical assistance activities on gathering, preservation and analysis of digital evidence and crimes committed using information and communications technology, including training, in collaboration with the investigation expert, on the use of software to gather, collect and analyze digital evidence as well as open-source intelligence (OSINT), including social media intelligence (SOCMINT) techniques; • Contribute to the planning and installation process of a digital forensic laboratory for training environment; • Provide technical guidance to procurement processes involving digital forensic analysis software and tools; • Organize and facilitate international, inter-regional and national activities on digital forensics; • Contribute to the design, programming and running of digital forensic tools in the training environment laboratory and mentor their use, upon request, during operational mentoring; • Continually monitor and assess emerging innovative solutions in relation to software and tools designed for digital forensic analysis; • Undertake outreach activities; provide support to coordinate and participate in international, regional and national workshops, meetings and conferences, make presentations on assigned topics/activities; • Continually monitor and assess evolving cybercrime risks for Ukraine, including supporting the collection and analysis of data for research as required; • Provide, prepare and draft reports, standard operating procedures (SoPs), guidelines and analysis on digital forensics, including of relevant ISO standards; • Coordinate and liaise with intergovernmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues at the international, regional or country level, as well as with UNODC programmes for cross-fertilization; • Guide and coordinate cybercrime project staff in planning the implementation of the project’s strategies and activities as outlined in the project document by providing substantive and administrative support and inputs; • Prepare and review project management documents for the project including budget and procurement management; • Participate in and carry out periodic assessments of the project’s budget performance, anticipate potential issues, and ensure remedial actions; • Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations; • Cooperate and coordinate with the field office, regional section and other sections at UNODC Headquarters on implementation arrangements and provide detailed specifications for activities; • Ensure regular communication with all project donors, and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner; • Organize and facilitate international, interregional and national activities in countering cybercrime; • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties to support project implementation, as required. EducationAn advanced university degree (Master’s degree or equivalent) in computer science, computer forensics, information technology, programming, cybersecurity, network security or closely related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of five years relevant progressively responsible professional work experience in conducting cybercrime and cyber enabled crime investigations is required. Work experience in teaching, designing and delivering training on cybercrime investigations and digital forensics is required. Experience in supporting/advising/working with national and international law enforcement agencies on cybercrime investigations and digital forensics is desirable. Experience with the United Nations system or similar international organization dealing with law enforcement related operations is desirable. Experience in project management is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
