Context

Cash-Based Interventions (CBI) are not new to IOM; this modality has been used for many years across IOM’s programme portfolio. Over recent years there have been increasing interest in CBI programming. Following the Grand Bargain there has been an institutional commitment from IOM and other agencies to support more cash-based assistance. In order to achieve this, the IOM Programme Officer (CBI) is required to work in multiple streams: working with resource management colleagues to ensure that administrative systems efficiently support the implementation of CBI programming; working with country offices on improving preparedness and response; liaising with partner organizations to ensure a well- avoid duplication; and working with programme staff at different levels to ensure effective programme design and implementation. 

The Programme Officer (CBI) is placed within the Department of Humanitarian Response and Recovery (DHRR).  The Programme Officer (CBI) will work under the direct supervision of the Senior Emergency Preparedness and Response Officer and overall supervision of the Chief, Preparedness and Humanitarian Response Division (PHRD). The Programme Officer (CBI) may undertake regular duty travel in support of IOM country offices. The Programme Officer (CBI) will contribute to reinforcing institutional systems, further developing a community of practice within IOM and supporting regional and country offices in CBI preparedness and response. 

Liaise closely with the Department of Financial Administrative Management (DFAM), relevant colleagues within the Preparedness and Humanitarian and Peace, Recovery and Solutions Division (PRSD) in the DHRR and other Departments to participate in the design, development and streamlining of CBI related tools and systems that enable efficient CBI programming.Undertake fundraising activities, contribute to the development of and monitor global CBI budgets to achieve CBI objectives.Establish, develop and maintain links with IOM regional and Country Offices, mainly those implementing activities through CBI. Maintain an IOM CBI community of practice and a global network of experts; provide advice and guidance in the identification of staff through direct contacts or through discussing the establishment of Memorandum of Understanding (MoU) with agencies.Develop training material, facilitate trainings, workshops and webinars, and roll-out operational tools and guidance on the planning, design, implementation of CBI.Support Regional Offices in the project proposal revision and endorsement process as pertain to the CBI Portfolio.Produce and/or assist in the preparation of reports and papers on initiatives, strategic approaches, and institutional priorities for distribution to donors, government, partners and other counterparts.Assess, target and prioritize countries with potential to develop CBI programming and work with the prioritized missions to ensure a sufficient level of preparedness and capacity to successfully implement CBIs.Contribute to the development, review and implementation of the IOM CBI strategy.Represent IOM in relevant external and interagency market and CBI fora as required.Act as a Global CBI Focal Point in IOM. Represent IOM at the Global Cash Advisory group and engage in other relevant and productive interagency activities with the goal of enhancing inter-agency coordination and ability to deliver on CBI programming.Manage the administrative and operational activities, and backstop the financial aspects of global CBI projects, ensuring that IOM standards and operating modalities are met, and that international best practice is adapted to IOM’s programmatic approach.Ensure the timely provision of surge support to IOM operations as required, either in person or through support and guidance in the identification of personnel. Identify, establish and maintain linkages with IOM staff and external consultants, and develop relationships with potential shelter individuals who can support operations in the future.Ensure timely review of proposals with CBI components, reports and other documentation developed by IOM country offices. Ensure that effective and timely support is provided to country level responses.Promote and disseminate research and new approaches to enhance processes and delivery of CBI programmes.Perform such other duties as may be assigned.

Education

Master’s degree in Humanitarian Operations or a related field from an accredited academic institution with five years of relevant professional experience; orUniversity degree in the above fields with seven years of relevant professional experience.

Experience

Demonstrated working experience in CBI programming across a range of sectors and types of response;Demonstrated experience in coordinating and/or implementing multi-sectoral humanitarian response activities (including Shelter and settlements; distribution of Non-Food Items (NFIs); Water, sanitation and hygiene (WASH); Camp Coordination and Camp Management (CCCM), etc.);Understanding of CBI policy and related agency coordination systems;Understanding of interagency CBI policy and interagencyhumanitarian coordination systems;Practical understanding of IOM administrative, emergencyand scale-ups protocols and procedures is preferred;Extensive knowledge of current humanitarian issues with experience working in humanitarian response in several field operations, both in natural disasters and post-conflict situations. Demonstrated knowledge of CBI-related technical guidelines and standards;Practical Knowledge in market analysis, CBI programme design and implementation; and,Practical knowledge of The Grand Bargain, humanitarian reform and operational coordination and cluster information management.

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, French, Chinese, Russian, and Spanish) is an advantage.
