Context:
The IOM Yemen Country office (CO) is implementing frontline activities as well as taking the lead in Displacement Tracking Matrix (DTM) programme which encompasses mobility tracking, area assessment, flow monitoring, and surveys components that aim at supporting evidence-based programming.
Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Senior Field Coordinator, and in coordination with relevant Units in Headquarters (HQs) and Regional Office (RO), the successful candidate will be responsible and accountable for the management of the DTM portfolio led by IOM Yemen CO.
Core Functions / Responsibilities:
Manage the Displacement Tracking Matrix Programme (DTM Programme), implementing all DTM components that might be deemed necessary (mobility tracking, areas assessments, flow monitoring, Multi-Cluster Location Assessment (MCLA) surveys and registrations). This includes project development, fundraising, ensuring sound implementation of the operations and of the methodologies, monitoring, reporting, financial management and staff recruitment and training.
Within the scope of the DTM, develop/adapt methodologies and standardized tools (e.g.survey database design, population movement tracking systems, etc.) to fit the context and meet the information needs of IOM, the government, and humanitarian partners, in coordination with the Office of the Humanitarian Coordinator of the UN Humanitarian Country Team in Yemen.
Consolidate guidelines and lessons learnt and collaborate with members of the Task Force on Population Movement in this regard.
Follow up on logistical and administrative arrangements for DTM implementation and reporting; cooperate with national and international authorities. Ensure constant updates to work plans, expenditures, and budget allocations. Provide information and assist with arrangements required for the recruitment of project staff and service providers.
Provide direct and remote guidance to national and international staff and service providers, including the database officer, geographic information systems officer, field staff, enumerators, data entry clerks, third party personnel, etc. as per project needs. Monitor staff activities to ensure quality control and adherence to the methodology and the timeframe.
Develop and deliver training on the methodology and operations to IOM field staff and operational partners (NGOs and government authorities), in collaboration with technical staff at the Department of Operations and Emergency in Headquarters.
Develop and introduce systems for improved data gathering and management for operations relevant to internally displaced persons (IDPs) and migrants, including service mapping. Provide analysis of available data and produce regular reports and other information outputs of DTM results for dissemination to government counterparts and humanitarian partners in coordination with the Office of the UN Humanitarian Coordinator. Ensure that donor reporting information and schedules are available.
Develop and manage operational partnerships with central and local authorities, service providers, agencies, and NGO partners for the proper implementation of DTM activities at national and district levels. Support relationship- building/enhancement with UN agencies, clusters and inter-cluster bodies, international NGOs, and others for improving the quality and relevance of information analysis.
Ensure the provision of timely, accurate and adequate information to all relevant stakeholders on an ad hoc and regular basis regarding movements, new displacements, and protection trends while paying special attention to situation of vulnerable groups like the children, elderly and disabled.
Provide relevant and timely DTM information to the Field Coordination Unit in IOM Yemen for their timely start-up, implementation, monitoring and evaluation, and reporting on their various programming components on humanitarian assistance to IDPs, migrants and other conflict-affected populations in Yemen.
Actively support the IOM’s emergency programming in the identification of the humanitarian needs of IDPs and in the prioritization of the areas of intervention. Contribute to IOM Yemen’s profile, attendance of relevant meetings, and negotiations with donors and fundraising, and update colleagues regularly.
Participate in relevant meetings and undertake travel on duty related to project/programme assessment, liaison with counterparts, problem solving, and new project/programme ideas development, as required; update colleagues regularly.
Ensure the integration of protection / gender issues and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all Displacement Tracking Matrix (DTM) activities.
Ensure the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Information Management, Computer Science, Political or Social Science, International Law, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Experience in the field of emergency response and humanitarian assistance and the implementation of early recovery activities;
• Experience in Information management and project management and implementation;
• Experience at the international level with specialized international agencies (UN agencies, international organizations, and international specialized NGOs) and in complex humanitarian operations;
• Knowledge of UN, IOM, international organizations' and NGOs mandates and programmes in the area of humanitarian assistance to IDPs and conflict affected populations;
• Experience working in the region and specifically in Yemen is an advantage.

IOM’s official languages are English, French, and Spanish.
