Setting and ReportingCreated in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The New York Liaison Office represents UNDRR at UN Headquarters with a key role to strengthen intergovernmental engagement on disaster risk reduction, and advancing the integration of risk-informed approaches into global policy and decision-making processes. This temporary position is for a period of 6 months and is located in UNDRR's New York Liaison Office. The incumbent reports to the Chief of Office. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and disaster risk reduction issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development and recommendations on key emerging issues related to disaster risk reduction, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, and leads on work to integrate disaster risk reduction into intergovernmental deliberations and negotiated outcomes of the General Assembly and the Economic and Social Council. • Organizes and prepares written outputs on disaster risk reduction issues, e.g. draft background papers, analysis, reports of the Secretary-General, sections of reports and studies, inputs to publications, talking points, speeches, etc. and contributes to the development of and support negotiations of key intergovernmental outcomes, including resolution, declarations and reports for the integration of disaster risk reduction. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents including draft resolutions, and presentations, etc., on disaster risk reduction issues. • Initiates and coordinates outreach and advocacy activities and makes presentations on assigned topics/activities. • Represent UNDRR at international meetings and interagency coordination mechanisms, including for least developed countries, small island developing States, and financing for development. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning decision-making, presentation and reporting. • Acts as Deputy Chief of Office and supervises and provides guidance and feedback to junior professional staff, consultants, and interns. Fosters collaboration across organization units and with UN entities. • Performs other duties as required. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required. At least 3 years of experience in intergovernmental affairs, including serving intergovernmental meetings, conferences, and negotiations on issues related to sustainable development is required. Experience in inter-agency/inter-departmental coordination within the United Nations system, or a similar international organization, is required. Experience in disaster risk reduction and risk governance, including in the application of the Sendai Framework for disaster risk reduction is required. Experience in integrating disaster risk reduction into sustainable development action and humanitarian frameworks is required. Experience producing a variety of written outputs, including official reports, talking points, speeches, background notes, and concept notes, is desirable.
