Org. Setting and ReportingThis position is located in the United Nations Office for Partnerships (UN Partnerships). In its role as a connector, UN Partnerships proactively engages, convenes and leverages stakeholders, initiatives and solutions in support of the Sustainable Development Goals (SDG). UN Partnerships oversees the SDG Advocates programme, the UN Fund for International Partnerships (UNFIP) and the UN Democracy Fund (UNDEF). The incumbent will support all initiatives of the UN Office for Partnerships with focus on UNFIP, and report to the Chief of Service, Trust Funds and Programmes, and work closely with other members of the team. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Leads data collection efforts across multiple qualitative and quantitative methods; reviews, analyzes and interprets data; and develops evaluation findings, conclusions and recommendations. • Review and analyze project evaluations, assist clients to use evaluation findings to manage change. Leads the development of evaluation design and takes the lead in drafting of evaluation inception papers and terms of reference. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Support complex projects by ensuring quality standards via review, analysis, feedback and guidance on project documents, evaluation reports, and communication outputs prior to publication. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required. EducationAn advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area with minimum 2 years of experience in data analytics or related area is required. Experience in grant management with expertise in setting up fiduciary relationships is required. Experience in design and management of citizens assembly projects and networks in diverse international environments is required. Experience in developing lessons learned interactive platform of projects in the sub-Saharan Africa region in support of democracy is required. Experience in organizing and managing high-level women's leadership networks and developing complex global campaigns participated in by women leaders is desirable.
