Org. Setting and ReportingThis position is located in the United Nations Office for Partnerships (UN Partnerships). Guided by the priorities of the UN Secretary-General, UN Partnerships is the gateway to the UN system to connect and co-create partnerships to deliver solutions to reach everyone, everywhere. In its role as a connector, UN Partnerships proactively engages, convenes and leverages stakeholders, initiatives and solutions in support of the Decade of Action to keep the promise of the Sustainable Development Goals (SDG). UN Partnerships oversees the UN Fund for International Partnerships (UNFIP), the UN Democracy Fund (UNDEF) and the SDG Advocates programme. The incumbent will support all initiatives of the UN Partnerships and report to the Chief of Service for Outreach and Advocacy and work closely with other members of the team. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects with strong focus on SDGs, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating High- level events, workshops, through other interactive sessions and assisting in developing programming. • Researches, analyzes and presents information gathered from diverse sources. Coordinates and monitors programme progress, assesses policy implications, reviews relevant documentation, and ensures alignment with UN priorities; identifies challenges, recommends solutions, and coordinates with senior officials and stakeholders for timely follow-up actions. • Contributes to policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Produces high-quality written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Contributes to policy development and strategic planning, including drafting policy briefs, evaluating existing frameworks, and recommending options for improving coordination across entities and external partners. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required. EducationAn advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration or related area is required Experience preparing high quality briefing materials, statements and sensitive communications for senior officials, ensuring alignment with the 2030 Agenda, is required. Experience organizing complex, ministerial-level events, including agenda and concept note development, stakeholder engagement and protocol arrangements is required. Experience managing and evaluating sustainable development projects using data analysis and policy research is desirable.
