UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In support of the Arab Republic of Egypt’s Vision 2030 and the National Strategy for the Empowerment of Egyptian Women (NSEEW), the work of the UN Women Egypt Country Office (ECO) is grounded in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs) and the Beijing Platform for Action (BPfA).
Under the Egypt/UN Sustainable Development Cooperation Framework (UNSDCF 2023-2027) and the Entity’s five-year portfolio therein, UN Women implements its triple mandate of supporting normative standard-setting to advance gender equality and women's empowerment, implementing national programmes grounded in international norms and best practices in partnership with national stakeholders, and strengthening UN system coordination.
Since 2020, with the support of the European Union and the Kingdom of the Netherlands, through UN Women’s “Women’s Financial and Economic Inclusion Programme”, UN Women has partnered within the Government of Egypt’s national programme on women’s digital financial inclusion entitled “Ta7wisha” (“Savings”). UN Women’s contributions to the Government’s national programme will eventually reach 160,000 women across ten governorates in Upper Egypt by 2025. The goal of the nationally-led programme is to enable rural women – in part through their participation in women-led digital savings groups - to open bank accounts, access personal savings and micro-loans, increase their financial and digital literacy, advance greater economic engagement, and integrated into the formal economy.
UN Women’s partnership under the nationally led Ta7wisha programme focuses primarily in supporting the women-led digital savings groups. By substituting the tin box that was originally used by rural women to pool their savings under the classical version of Savings Groups, the digital SGs now enable rural women to individually and collectively onboard (or “be banked”) and track their personal savings and individual and group loans through the “Ta7wisha” mobile phone application developed in 2021. Further, the national programme supports women’s access to national ID cards and provides technical and market-focused support to the women-led digital savings groups to deepen their economic opportunities. The nationally led “Ta7wisha” programme builds upon a previous partnership between UN Women, the National Council for Women, and the CBE (2013-2017), in which by the end of the EU-supported project, rural women had increased their personal savings by no less than 3 - 4 times and reported use of such savings as a buffer against hardships, such as illness and family loss of income.
Reporting to Deputy Country Representative, the Programme Coordination Analyst is responsible for coordinating the Financial Inclusion portfolio which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio. The Programme Coordination Analyst contributes to the effective management of UN Women’s Financial and Economic Inclusion in Rural Egypt Programme and its national partnerships, including the nationally led “Ta7wisha” Programme.
Working closely with the UN Women operations and Programme teams at the country, regional and global level, the incumbent is responsible to coordinate the Programme’s implementation, ensuring the delivery of the UN Women Programme of work on financial inclusion by monitoring results achieved during implementation, financial oversight of the Programme and ensuring appropriate application of systems and procedures and develop enhancements if necessary.
The incumbent works in close partnership with the National Council for Women, the Central Bank of Egypt, the Ministry of Planning and other government entities, the national banks involved in “Ta7wisha”, and working with civil society and academic partners. The incumbent will be the primary focal point of the Programme for UN Women’s development partners, the European Union, and the Kingdom of the Netherlands, on the day-to-day implementation of the work.
Scope of Work:
Coordinate the Financial Inclusion Programme/Portfolios:
Guide coordination with national partners and other stakeholders:
Coordinate relationships with national partners to support implementation and expansion of the Financial Inclusion Programme/Portfolio, raise potential problems and suggest solutions; and Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.Coordinate the monitoring and reporting on the Financial Inclusion Programme/Portfolios:
Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages; Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required; Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports; and Provide inputs from Financial Inclusion programme activities and results to Country Office/Multi Country Office/Regional Office reporting.Manage people and finances of the thematic area programme:
Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting; Monitor the allocation and disbursement of funds to participating partners.Build partnerships and support in developing resource mobilization strategies:
Provide inputs to the development of partnerships and resource mobilization strategies.Advocate and facilitate knowledge building, management and communication:
Document the programme implementation process and products; Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme; and Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Education:
Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.Experience:
At least 2 years of progressively responsible experience in managing complex and multi-component programme interventions with national partners, preferably related to financial inclusion, is required. Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable. Experience leading and coaching staff in international settings is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable. Technical experience in women’s economic empowerment in general and in women’s productive clusters and entrepreneurship more specifically, required. Experience partnerships and coordination with government and development partners, required.Languages:
