Under the overall supervision of the Senior Programme Coordinator (Protection) and the direct supervision of the Mobile Team Leader, the incumbent will support the planning and administration of all technical aspects of the Voluntary Humanitarian Return (VHR) assistance. This role includes facilitating VHR operational activities and assisting the head of the Sub-office in Benghazi, Libya, in accordance with IOM's policies, procedures, and donor requirements.

  1. Program Implementation and Issue Resolution
  2. Support the programme implementation and planning of the protection aspects of the VHR activities.
Assist in the identification of protection cases early, screenings, and make referrals in collaboration with the protection units in Tripoli and Benghazi. Identify and analyze issues, initiating follow-up actions as needed. Communication and Outreach Support communication and visibility activities within projects. Organize outreach visits to detention centers and urban locations to assist in the identification of migrants interested in the VHR program. Referral and Liaison Support appropriate referrals to relevant units such as protection, medical, and technical cooperation. Assist in arranging meetings with embassies, community leaders, and migrants to disseminate information about VHR assistance. Government and Institutional Liaison Liaise with government authorities, including the DCIM and airport authorities, to support the implementation of VHR activities in Benghazi. Facilitate meetings between the VHR team and local authorities to promote smooth operations. Coordinate with diplomatic missions and institutions for smooth programme execution Documentation and Travel Coordination Assist with obtaining travel documents and exit visas. Verify migrants' documents and confirm the validity of travel documents before interviews. Ensure accurate data entry into the IOM database. Logistics and Travel Arrangements Coordinate travel arrangements, including booking and planning charter flights. Maintain accurate records in the IOM movement table. Registration and Identification Conduct registration and identification of migrants in Benghazi and other urban areas in the East region. System Management Perform all functions related to the Mimosa system. Government Relations Maintain close working relations with officials at the Ministry of Foreign Affairs East. Follow up on required clearances and approvals for staff and goods movement and organize events and workshops. Reporting Keep supervisor and senior managers informed about discussions with government authorities regarding clearances and approvals. Education University degree in Law, Political Science or a related field from accredited academic institution, with three years of relevant professional experience; or  High School diploma with five years of relevant professional work experience.   Experience Experience preferably with a government agency, international organization or NGO involved in migration management and/or working in the field of human rights;  Skills Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints; accurate and detail-oriented; Proficiency in MS office applications such as Word and Excel.
