      BACKGROUND AND PURPOSE OF THE ASSIGNMENT

      Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, those worst off are being left behind, demonstrating significant disparities and uneven territorial development in Armenia.

      In response to these challenges, WFP Armenia integrated a four-pillar programming approach into its CSP 2019 – 2025 building on the handover of the implementation of the school feeding programme in the regions towards urban school feeding and transformative school feeding models; the establishment of effective and sustainable, nutrition-sensitive food value chains; support the Government in tackling malnutrition; support the strengthening of shock responsive social protection and tools to enhance access to food security and in providing emergency food assistance to people in need. In addition to the pathways identified above, future focus areas are the climate change portfolio and the engagement of youth to achieve SDG2. WFP works under the value of nationalization, so all projects have to be handed over nationally.

      Capacity strengthening will be a cross-cutting effort at all levels and will be key to ensuring the sustainability of the programmes and activities. Part of the capacity-strengthening support includes joint work with UN Agencies, donor organizations, and counterpart local/international agencies. Other parts of the capacity strengthening relate to the Ministry of Labour and Social Affairs and the Ministry of Interior Affairs ( building/enhancing shock-responsive social protection system), the Ministry of Education, Science, Culture and Sports, and the School Feeding and Child Welfare Agency (expansion of transformative school feeding). The food value chain interventions and emergency food assistance are coordinated closely with the Ministry of Economy, the Ministry of Labour and Social Affairs, and the Ministry of Territorial Administration & Infrastructure.

      Given the above, the Country Office identifies the need to hire a Programme associate to support the Programme Unit.

      ACCOUNTABILITIES/RESPONSIBILITIES

      Under the overall guidance of the Head of Programme and the direct supervision of the Programme Policy Officer the Programme Associate will perform the following duties and responsibilities:

      • Provide specialized expertise and contribute towards the development of new interventions/projects promoting WFP’s integrated approach to food, water, and energy security (shock responsive social protection, emergency response, food value chain and school feeding).

      • Provide efficient coordination and specialized project management support to a range of specific and/or defined projects/interventions ensuring alignment with wider programme policies and WFP guidelines.

      • Within specific area of responsibility work with WFP functional units to track progress of projects/interventions implemented directly by WFP and/or cooperating/implementing partners. (e.g. resource utilization, oversee the status of programmes, data analysis, performance and financial reporting).

      • Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to foster effective collaborations, implementation and oversight of interventions.

      • Complement WFPs efforts in building/strengthening capacity of cooperating partners, national government entities, communities, beneficiaries/participants.

      • Oversee and/or review the work of other support staff, providing practical advice and guidance, contributing to delivering objectives to agreed standards and deadlines.

      • Other programme support as required.

        QUALIFICATIONS & EXPERIENCE REQUIRED

        Education:

        Completion of secondary school. First-level university degree in Business Administration, International Affairs, Nutrition/Health, Social Sciences, or other field relevant to international development assistance.

        Experience:

        A minimum of six years of progressively responsible experience in direct implementation of field-level project activities for an NGO, government institution, or UN Agency. Experience in working on development projects is highly desirable.

        Knowledge & Skills:

        • Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook);

        • Behavioral competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering, and Teamwork. Strong analytical, written, and oral communication skills. ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines. General knowledge of UN system policies, rules, regulations, and procedures is desirable.

          Languages:

          Fluency (level C) in English and Armenian languages. Working knowledge (level B) of Russian language is desired.
