According to its mandate, the OSCE Programme Office in Astana is entrusted with supporting Kazakhstan in implementing OSCE principles and commitments in all three dimensions within the OSCE framework approach to co-operative security, and in the regional context.

Under the supervision of the Senior Human Dimension Officer and the general supervision of the Head of Office the incumbent serves in the Human Dimension (HD) working on Unified Budget programming.

The Human dimension, focusing on the development of civil society, human rights, the rule of law, the election system, combating trafficking in human beings, freedom of the media, and rights of persons belonging to national minorities is a key part of the OSCE’s model of comprehensive security.

The incumbent will implement a programming portfolio including the areas of the rule of law, human rights, civil society and media openness.

The incumbent will focus on implementing events set out in the Unified Budget, designing programme activities for future years, and promoting the furtherance of OSCE commitments.


Tasks and Responsibilities:

Under the supervision of the Senior Human Dimension Officer and the general supervision of the Head of Office, the successful candidate will be tasked with the following duties:

Managing the actual implementation of the assigned projects to further the mandate of the Office as defined by the adopted HD project proposals, including monitoring and evaluation; In collaboration with the Senior Human Dimension Officer and National Programme Officer, developing project concepts and drafting project proposals based upon the Office mandate and the host country’s strategies and priorities; Conducting research and preparing analytical reports and papers on important matters related to political and human rights developments of the Mission-mandated policy areas to be distributed internally or externally; Establishing and maintaining contacts with external stakeholders, in particular with political, religious and community representatives, as well as with governmental institutions, political parties, think tanks, civil society organizations and media in areas of interest within the Office mandate in Kazakhstan; Independently, and in coordination with the Office of the Head of Mission, drafting or contributing to and/or otherwise compiling notes, background papers, talking points, speeches, and other correspondence for the benefit of the Head of Mission, Deputy Head of Mission, Senior Human Dimension Officer and the OSCE Secretariat and Institutions;

Necessary Qualifications:

Completed secondary education, as well as specialized training in law, political science, international development, human rights or a related field.

A minimum of 6 years of working experience in the rule of law, human rights, civil society, or relevant government institutions.

Excellent oral and written communication skills in English, Kazakh and Russian languages;

Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration is EUR 1477.83. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund (subject of additional deduction from the monthly remuneration).
Appointments are normally made at step 1 of the applicable OSCE salary scale.

Please be aware that OSCE appointments are subject to medical clearance.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
