The Position:
The Programme Associate position is located in the UNFPA Asia and the Pacific Regional Office and provides support for programme implementation, coordination, budget monitoring and financial reporting of UNFPA APRO supported/led Gender based Violence and Harmful Practices projects.
The Programme Associate is situated within the APRO GBV and Harmful Practices team and will coordinate closely with the Programme Support Team of UNFPA APRO to ensure effective and efficient programme and operational support to the Regional Programme Outputs and interventions. The Programme Associate also works in close collaboration with the International Operations Manager (IOM) and his/her team to ensure timely support to the RO on programme and operational matters.

Job Purpose:
You will support the effective management of UNFPA programme activities in the areas of gender-based violence and harmful practices by providing administrative and financial management support. The Programme Associate is instrumental in facilitating programme/project implementation by using appropriate mechanisms and systems and ensuring compliance with established procedures. As appropriate and under the direction of his/her dedicated output managers, the Programme Associate also contributes to financial management and operational and procedural guidance.
Possessing a depth of knowledge of UNFPA financial rules, guidelines, and processes, the Programme Associate will demonstrate a client-oriented, results-focused approach to interpreting rules, procedures and guidelines.
The Programme Associate post will directly report to UNFPA APRO GBV Advisor.
You would be responsible for:
Supporting the monitoring of programme workplan implementation and financial performance, by providing necessary guidance on appropriate implementation modality, ensuring timely financial analysis, detecting potential over/under expenditure problems and proposing remedial action in compliance with UNFPA’s policies and procedures, and monitoring progress Supporting the development of effective mechanisms for monitoring programme and project budgets; coordinating compilation of financial data; and regularly providing accurate, up to date financial information. Interpreting financial policies and procedures and providing training and guidance to staff and project managers. Striving to identify innovative ways in which programme financial needs can be met within existing policies. Providing support for the management and monitoring of programme budget for core and non-core resources including analysing utilization trends and bringing relevant issues to the attention of programme manager with recommendations that support decision making Maintaining an effective financial recording and reporting system, internal control and audit follow-up; and processing financial transactions in an accurate and timely way. Provide logistical and administrative support when it is required by UNFPA, and as assigned by the supervisor. Carry out any other duties as may be required by the supervisor to assure the success of the work team.Qualifications and Experience:
Education:
Completed Secondary Level Education is required. First level university degree in Finance, Business, Public Administration or similar discipline is desirable.
Knowledge and Experience:
● Six years of relevant experience in progarmme/project management, administration, finance or office management.
● Proficiency in current office software applications, web-based management and ERP financial systems.
Languages:
Fluency in English and Thai is mandatory
Knowledge of other official UN languages is desirable.
