Setting and ReportingThis position is located in the Office for the Gulf Cooperation Council Region (OGCCR), Regional Section for the Middle East and North Africa (RSAME), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), with duty station in Abu Dhabi, United Arab Emirates. The Programme Assistant will work under the direct supervision of the Project Coordinator (Drug Control and Crime Prevention) and the overall guidance of the UNODC Representative for the Gulf Cooperation Council (GCC) Region. For more information on UNODC, please visit www.unodc.org ResponsibilitiesWithin limits of assigned authority, the Programme Assistant will be responsible for the following specific duties: • Assist in the coordination of programme/project planning and preparation work for the implementation of activities organized or supported by OGCCR in the framework of the “UNODC Strategic Partnership with the GCC Countries” and the related programme portfolio. • Serve as focal point for the coordination of administrative, operational and logistical arrangements for the implementation of programme/project activities (e.g., conferences, meetings, seminars, training courses, study tours and workshops), in close cooperation and coordination with partners/counterparts, including preparation of budget estimates, drafting of invites and information notes, agendas, list of participants, liaison with experts and nominated participants, timely procurement of travel and conference services, and other related processes. • Assist in all aspects of mission and travel requests, in close coordination with relevant colleagues and counterparts, including by obtaining necessary clearances and approvals, preparing notes verbales and visa applications, arranging travel itineraries, travel insurances, accommodation and transportation reservations, airport passes, collecting the necessary documentation in line with UNODC rules and regulations, and creating Travel Requests and Expense Reports for non-staff in the internal UN ERP system (SAP/UMOJA). • Assist in the procurement of equipment and services, in close coordination with relevant colleagues and counterparts, including by confirming availability of funds with relevant project teams and obtaining necessary clearances and approvals, drafting clear requirements and terms of reference, circulating request for quotations, creating Low Value Acquisitions and Shopping Carts in the internal UN ERP system (SAP/UMOJA), maintaining contact with suppliers to ensure timely delivery of goods and services, coordinating shipment of goods/commodities/equipment to OGCCR and other country/programme offices in the GCC countries, verifying receipt and inspection of deliverables, and accurately confirming receipt of goods and/or services via Goods Receipts and Service Entry Sheets. • Assist in the regular monitoring of open commitments and take prompt action towards the settlement or liquidation of outstanding commitments. • Assist in and serve as focal point for property and asset management for OGCCR and country/programme offices in the GCC countries, including by ensuring assets are assigned stock numbers, bar-coded, decaled and tagged as per UN guidelines, conducting periodic physical inventories of equipment to ensure accuracy of serial and decal numbers, stock descriptions, net total on hand and exact location of property, performing verification and data migration of existing property or logistics unit control databases, and providing training and advice to Property Record Custodians in country/programme offices in the GCC countries on inventory-related matters. • Contribute to coordinating and supervising the work of OGCCR administrative and support staff, including providing support in the management of their performance. • Provide general office assistance; respond to complex information requests and inquiries; set up and maintain files/records; coordinate and/or provide IT support when needed. • Assist with the development and update of standardized templates and Standard Operating Procedure (SOP) to support OGCCR and country/programme offices in the GCC countries. • Actively participate in operations related inter-agency working groups established in the GCC countries (e.g., OMT/BOS) to establish and maintain collaborative working relationships with other participating UN Entities in support of common and frequent requirements. • Ensure consistent liaison with relevant units and departments at UNODC and/or other UN sister agencies on best practices and new common services. • Provide guidance/training to new/junior staff. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other duties as required. Work ExperienceA minimum of five years of work experience in administration, inventory and supply management, procurement, finance and/or accounting including experience in the area of asset management is required. The minimum years of relevant experience are reduced to three for candidates who possess a first-level university degree or higher. Working experience in an Enterprise Resource Planning (ERP) system is required. Experience working with SAP (Umoja) is desirable. Experience within the United Nations system or a similar international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
