Background:
A vacancy for a fix-term Programme Assistant G5, has arisen in the Governance in Economic and Environmental Issues Department of the OSCE Presence in Albania.
The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human right, protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

Tasks and Responsibilities:
The incumbent reports and is under the direct supervision of the Head of Governance, Economy and Environmental Issues Department.
1. The incumbent maintains regular contacts with all units of the Department, the Project Offices and other offices of the Presence in order to carry out most of the functions and for arranging meetings. The incumbent also contacts other departments, when required, to gather or share information relevant to the Department’s work and in the context of inter-departmental activities. The incumbent contacts civil society groups, NGOs and research centers, media and legal experts in carrying out her/his function of informant on economic and environmental issues. The incumbent also maintains regular contact with government institutions, international agencies, NGOs, as well as with any other consultants, experts and trainers in the fields of economy and environment.
2. Assisting the Head of Department in overseeing the GEEID budget and activities; as well as overseeing the monitoring and implementation of projects' activities and budget/s, and assisting in projects’ development and implementation; Gathers information from the Department's units, analyzes information, compiles, reviews and prepares the draft of the Department's Monthly Report; Monitors the political, social and economic situation in the Country reporting on developments to the Head of Department;
2. Coordinates, compiles and reviews all Department's inputs for internal reports, Department’s weekly schedule and leave calendar,; Arranges the Head of Department’s meetings both within the Department and with representatives of international organizations, governmental officials; participates in the meetings, and provides written summaries of meetings’ minutes;
3. Acting as system focal point and provides support with all incoming and outgoing electronic data, paperwork and draft correspondence; Following review and analysis of programmatic documents/data, acts as information focal point for Department units, Project Offices and Presence Management; when necessary, provides support to the Department's units for procurement related issues and procedures, ensuring that administrative deadlines are met;
4. Maintaining and updating the departmental archives and co-operates in the maintenance of the Presence archives;
5. Responsible for the preparation of detailed programs and duty travel itineraries and administrative actions for visiting officials to the Presence, as well as for travels of Head of Department and department’s staff when needed; receives visitors and assist them or put them in contact with the staff member concerned;
6. Providing translation and interpretation.
Education: Secondary Education supplemented by formal education/courses in economy, social sciences, business administration or languages.
Experience and knowledge/skills:
Minimum 4 years of relevant work experience in related fields with NGOs and/or international organizations;
Computer literate with practical experience with Windows applications
Ability to work with people of different nationalities, religions and cultural backgrounds.
Languages: Excellent oral and written communication skills in English and in local languages

Remuneration Package:
According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 1,058 EURO, subject to National Social Security deductions, in line with the Albanian Law.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
