Background:
A vacancy for a fix-term Programme Assistant G5, has arisen in the Rule of Law and Human Rights Department of the OSCE Presence in Albania.
The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human right, protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

Tasks and Responsibilities:
Under the overall supervision and guidance of the Head of the Rule of Law and Human Rights Department, the incumbent will have the following duties:
1 Programmatic functions;
• Gathers and analyses information on events that have legal implications, in addition, compiles and prepares the initial draft of the Department’s Reporting documents;
• Supports the Head of the Department in drafting project proposals, implementing and supervising projects run by the Department; Supports the work of the Head of Department as necessary in developing programmes and implementing ongoing projects and activities;
• Prepares written summaries of meetings;
• Provides translation of legal documents and interpretation for the Department;
• Develops and maintains an up-to-date record of government officials, judiciary officials, Members of the Parliament, Parliamentary Commissions, and representatives of international organizations.
• Maintains databases with authorities and institutions on activities undertaken by the Department.
• Deals with incoming requests and complaints of individuals or groups, drafts correspondence.
• Acts as focal point between the Department and the HQ as well as the Program coordination Unit and the Programmatic Departments to exchange information on issues related to the projects and activities and interface in relation to requests for information.
• Monitor media for information/articles in relation to Department activities;
2 Administrative functions;
• Coordinates the organization of workshops, seminars, meetings, conferences, and other events under the auspices of the Department;
• Acts as the office manager of the Rule of Law and Human Rights Department;
• Deals with incoming and outgoing electronic data, paper work and correspondence;
• Processes purchase requisitions in relation to the projects run by the Department;
Necessary Qualifications:
• Albanian residency and nationality (mandatory)
• First level university degree in law, political sciences, languages, or social sciences; Specialized legal studies- desirable
• Minimum 4 years of professional experience. Experience in either justice institutions, government institutions or international organizations is desirable;
• Experience in and familiarity with the Albanian legal system, justice sector, and civil society sector active in Albania.
• Experience working with human rights and rule of law issues;
• Office management experience with a public or international organization is desirable;
• Translation and interpreting experience;
• Strong analytical skills with regards to research, critical thinking, and problem solving;
• Works well under time pressure;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Computer literate with practical experience using Microsoft Office applications;
• Professional fluency in English and Albanian with excellent communication (both oral and written) skills;
• Additional foreign languages are an asset
Remuneration Package:
According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 1,058 EURO, subject to National Social Security deductions, in line with the Albanian Law.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
