The Aviation Data and Analysis (ADA) Section in the Air Transport Bureau is one of sections charged with delivering results with respect to ICAO’s Strategic Objective – Economic Development of Air Transport. The Section is responsible for the collection, standardization and dissemination of aviation data, including the ICAO Statistics Programme, the development and customization of air traffic forecasts and other planning parameters at global, regional and route-group levels, and the conduct or support to various economic analyses required for air navigation capacity and infrastructure planning, environmental protection, the efficiency of the air transport system, etc.

The Section manages and oversees the work programme of the Statistics Division, the Aviation Data and Analysis Panel (ADAP) and the regional Traffic Forecasting Groups (TFGs) and supports economic analysis and traffic data-related analysis in the field of safety, air navigation, security and environment protection. It also provides support to the Assembly, the Council, and its subsidiary group, and to the Air Transport Committee (ATC).

The incumbent reports directly to the Chief, ADA Section, from whom she/he seeks advice and guidance on assignments and consults on difficult and challenging projects. It is expected that the incumbent will be able to work independently on tasks assigned. 

Major duties and Responsibilities  Function1 (incl. Expected results)

Provides technical support for the collection, validation, analysis, processing and dissemination of aviation statistics for one or more assigned areas of the ICAO Statistics Programme, achieving results such as:

Process and load the statistical data reported by States in electronic form and, if necessary, convert the data received to the standardized data loading format. Carry out quality control checks to assess the quality of the data reported. Consult other internal or external sources to clarify and solve inconsistencies of reported data, conduct research for missing information, and indicate possible values for consideration by the Professional officers in cases of incomplete or incorrect data. Highlight irregularity and validate technical information and semi-final products prior to production. Assist in maintaining the ICAO Data Plus (a tool to disseminate statistical data) up to date. Provides administrative support for the activities of the ICAO Statistics Programme, achieving results such as:

Support C/ADA and the professional officers in the tasks of the Aviation Data and Analysis Panel (ADAP) as well as the regional Traffic Forecasting Groups (TFGs). Keep up-to-date the status of reporting forms and the electronic tracking system of individual States. Maintain up-to-date registry of State focal points responsible for submission of specific air transport reporting forms. On the basis of previous submissions and information from other internal and external sources, identify the organizations for which States are required to submit monthly and/or annual statistical air transport reports. Assist in issuing reminders, and advise the Professional officers when States are falling behind with their reports or not reporting to ICAO on what action may be required. Function 3 (incl. Provides support and assistance to internal and external users of aviation data and analysis, achieving results such as: 

Contribute to the preparation of statistical tables, charts, briefings, presentations and monthly aviation traffic trend monitors to meet user requests.  Contribute to meeting the special data and analysis needs of Member States in an expeditious manner.  Assist in the preparation of the various tables in the Annual Report of the Council and State of the Industry adhering to strict deadlines.  Ensure that the various websites for the dissemination of ICAO data and analysis contain information that is kept updated and current.  Function 4 (incl. Provides technical support for the activities to develop new business analysis tools, achieving results such as:

Ensure through macros and other applications that the new ICAO business analysis tools are automatically validated.  Assist in the maintenance and update of information in the online version of the charges for airports and air navigation services (DOC 7100). Coordinate with the Revenue and Product Management (RPM) Section to contribute to the revenue generation from the data products.  Function 5 (incl. Expected results)

Assumes the role of the focal point to coordinate activities related to dissemination of decision support systems, achieving results such as:  

Assist in the maintenance of the forecasting, connectivity and cost-benefit applications by ensuring that the reference tables, codes and unique keys used by these applications are kept updated. Assist the Professional officers in the automation and continuous re-engineering of the various modules in the unified ICAO Civil Aviation Data Solutions (iCADS) decision support system. Coordinate with the Programme Management Officer (Air Transport) and Information and Communications Technology (ICT) Section in the different stages of the re-engineering activities to ensure timely deliverables.  Function 6 (incl. Performs other related duties, as assigned, related to the Section’s areas of responsibilities, achieving results such as:

Assist Chief, ADA Section and, as required, the Deputy Director, Economic Development, in the preparation of documentation and presentations for Council, conferences, meetings, panels, workshops, training courses, other meetings and missions.   Qualifications and Experience Education

Essential

High school diploma or equivalent is required.

Desirable

A diploma of college studies (DEC) or a first-level university degree in business administration, data management, or related field.  Professional experience

A minimum of five (5) years of relevant experience in processing, analysing and presenting statistical data. Experience with the use of computer applications and software (MS office suite). Experience in preparing correspondence and reviewing documents, reports and presentations.

Desirable

Experience with Macros, SharePoint, SQL and/or .Net Languages

Essential 

Fluent reading, writing and speaking abilities in English.

Desirable

A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish). COMPETENCIES

Please note that this is a locally-recruited position and restricted to Canadian Citizens, Permanent Residents of Canada and applicants with a work permit.

It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).

Remuneration: Level G-5 Net Base Salary
