Setting and ReportingThis position is located in the Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Bogotá, Colombia. The incumbent will work under the direct supervision of the Head of the Programme Unit and overall guidance of the ROCOL Deputy Representative. ResponsibilitiesWithin delegated authority, the Programme Assistant will be responsible for managing and organizing administrative, financial, technical, and monitoring activities to ensure compliance with programme commitments, following UNODC rules and procedures and may be responsible for the following specific duties: Budget and Finance • Manage the monitoring processes for the programme's various grants, as well as the reports generated by the system. • Manage all administrative and financial processes for implementing partners in the system. • Assist in reviewing progress reports for the programme's various agreements. • Manage the budget allocation processes for each new grant in accordance with its conditions in the system. • Review budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system. • Compile, summarize and enter data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management. • Draft correspondence on budget-related issues and prepare and update periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc. • Manage fund commitment processes for programme collaborator fees. • Provide support and manage petty cash processes for the programme's regional offices, ensuring control and monitoring thereof. General Administration • Draft routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. • Perform other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations). • Provide support in reviewing technical reports from the different units of the programme. • Prepare semi-annual and annual reports on indicators, as well as monitor the results of each of the programme's projects, both in the documentation and on the platform designated for this purpose. • Provide support in reviewing and approving the programme's administrative and operational processes in the system. • Review project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties upon approval. • Provide guidance/training to new/junior staff. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as assigned. Work ExperienceAt least five (5) years of relevant work experience in administrative, operational, or financial areas is required. The minimum years of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher. One (1) year of experience in data analytics or related area is desirable. Experience in the UN Common System and/or a similar International Organization is desirable. Experience working with a Systems, Application and Products (SAP) system or a similar Enterprise Resource Planning (ERP) system is desirable.
