Define the programme’s/project’s strategic goals and ensure alignment with the strategic objectives, while monitoring industry trends and technological advancements to integrate relevant innovations. Define and ensure implementation of the strategic orientations of the programme/project including the technology watch and content integration. Lead and manage Programme/Project on behalf of the Programme/Project Board in accordance with the MUAC Management System, inter alia: Ensure Programme/Project delivery according to agreed schedules. Ensure provision of the Programme’s/Project’s outcomes/outputs with the required level of quality. Report on progress and risks/issues/opportunities to the Programme/Project Board and senior management. Define, coordinate, deliver and foster cross-unit and cross-directorate work; identify opportunities to improve effectiveness and business performance. Monitor Programme/Project execution through regular reviews with project managers and teams and take remedial actions when required. Solve resource conflicts among projects and ensure the consistency of the delivery across all projects within the programme. Manage the relationship with external project partners (ANSPs, airspace users, aviation industry, suppliers etc.). Ensure all projects are properly staffed and resourced in coordination with the resourcing managers (i.e., Team Leads, line managers). Ensure that project outputs and services are delivered on time, within budget, and to the required quality standards, aligning with program requirements, the program blueprint, and the project dossier. Maximize the efficient allocation of resources and skills within the Programme/Projects irrespective of delivery method (e.g., waterfall, agile). Manage internal and external suppliers to the Programme/Projects. Develop and maintain strong relationships with key stakeholders, including external partners, clients, and regulatory bodies, ensuring effective communication on the programme’s goals and successes. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Completed university studies of 4 years in a relevant domain (e.g. Engineering, Computer Science, Aviation, Business Administration) or of 3 years in a relevant domain plus 1-year relevant professional experience. Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. A minimum of 10 years of relevant working experience. PRINCE2 and/or MSP certification will be considered as an advantage. Experience in project and programme management, including resource allocation, risk assessment, and successful project/programme delivery. Experience managing projects/programmes with a budget of 3 million EUR or above, preferably in safety-critical and regulated environments (e.g., finance, health, transport). Experience in Change management. Technical writing skills. Understanding of Aviation & Air Traffic Management (ATM) systems, ensuring a comprehensive understanding of industry-specific requirements and challenges would be a definite advantage. Understanding of Software Assurance standard. Negotiation skills in the context of overall shortages of resources and conflicting requests and demands. Ability to handle high-pressure situations, including managing tight schedules, meeting demanding expectations, and achieving stringent cost-efficiency targets. Communication: You adapt your communication to different situations and audiences. Networking: You design networks with a view to developing strategic connections. Leading: You provide direction. Strategic focus: You align actions to strategy. Decision-making: You assess the impact of actions and decisions. Ability to work in a multinational and multicultural environment. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/2.

Before receiving an official offer, the selected candidate will be required to provide certified copies of the degree(s) that meet the qualifications specified in the Notice of Competition for this position. The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post. Internal candidates If selected, the person will keep their current type of appointment duration (undetermined or determined). The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
