Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Ukraine UN Women works with the government, parliament, and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.
Since the beginning of the Russian military invasion on 24 February 2022, Ukraine is rapidly emerging as one of the world’s most complex emergencies with over 3 million refugees already fleeing the country and with growing humanitarian crisis and needs. Women’s groups and civil society organizations have been quick to react to the immediate priorities of their communities but face many challenges as they attempt to provide support to large numbers of internally displaced people, host-communities and those directly affected by violence and insecurity. Civil society, and particularly women’s organizations in Ukraine are in the front-line to deliver immediate humanitarian assistance to displaced women and girls. Displaced women and girls are facing multiple human rights violations, including sexual and gender-based violence.
In response to the invasion and humanitarian crisis, the United Nations Women's Peace and Humanitarian Fund (WPHF), with the technical support of UN Women, has activated its emergency response for Ukraine, by supporting local women's rights organizations in Ukraine and Moldova on the frontlines of the response to the needs and displacement of women and girls.
Reporting to WPHF Programme Specialist, the Programme Analyst provides programme support to UN Women in the process of onboarding/contracting, projects’ implementation, monitoring and evaluation, reporting of implementing partners for a well-documented and result oriented implementation of the WPHF project. The Programme Analyst supports the delivery of the WPHF project by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, to ensure successful UN Women programme implementation under portfolio.
III. Key Functions and Accountabilities
1. Contribute technically to the development of WPHF programme strategies
Provide technical inputs to the design and formulation of project proposals and initiatives2. Provide technical support to the implementation and management of the WPHF programme
Provide inputs to the annual workplan and budget as required; Coordinate and monitor the implementation of programme activities; Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Ensure the compliance of responsible parties to the RBM principles throughout projects’ design and reporting; Review and coordinate the submission of implementing partner financial and narrative reports; Ensure the adherence of partners’ projects to WPHF and UN Women policies, rules, and regulations Train partners on Results Based Management.3. Provide technical assistance and capacity development support to project/programme partners
Provide technical support to and technically oversee the implementation of programme activities with partners; Provide technical support in identification and addressing challenges and bottlenecks of partners projects implementation; Participate in design and deliver group informational sessions on programme matters for call for proposals applicants; Provide individual programme and reporting guidance for responsible parties at all stages of projects Implementation; Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.4. Provide technical inputs to the monitoring and reporting of the programme/ project
Monitor progress on programme activity, results and indicators; Monitor the implementation of proposals by responsible partners; Contribute to the development of project monitoring tools and data collection instruments; Provide inputs to quarterly and annual reports, donor reports, and other reports on outputs, results outputs and outcomes.5. Provide technical inputs to the management of finances of the programme
Monitor budget implementation and programme activity expenditures and assist budget revisions when required; Provide inputs to financial reports; Ensure correspondence of responsible parties’ workplans and budgets;6. Contribute to building partnerships and resource mobilization strategies
Provide inputs to resource mobilization strategies; analyze and maintain information and databases; Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.7. Provide technical inputs to inter-agency coordination to achieve coherence and alignment of UN Women/WPHF programmes with other partners in Ukraine
Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs. Prepare and disseminate information on progress and results of the project implementation to raise the awareness of internal and external audience8. Provide inputs to advocacy, knowledge building and communication efforts
Provide technical inputs to background documents, briefs and presentations related to programme; Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;Provide inputs to the development of knowledge management products on the relevant programme.
