The Position:

The Programme Analyst, GBViE will ensure the coordination of implementation of multi-sectoral, inter-agency GBV interventions in both the development and humanitarian emergency settings, securing technical inputs on all aspects related to planning, implementation, and coordination of GBV prevention, response and risk mitigation interventions.
You will report directly to the Country Office Humanitarian Specialist with overall guidance from the Deputy representative in close collaboration with the
Gender team and provincial leads

Pakistan is highly prone to natural disasters, including droughts, floods and earthquakes, being in one of the world’s most active seismic zones. The country ranks fifth among the most adversely affected countries on the 2020 Global Long-Term Climate Risk Index, with the impacts of climate change exacerbated by urbanization and protracted crisis situation. In addition, Pakistan has the largest protracted refugee population globally, hosting 3 million registered and undocumented Afghan refugees and nationals. In this context, UNFPA under the 10th Country Programme Document (2023-2027) envisages contributing to strengthening national and subnational capacities in resilience programming, emergency preparedness and response to ensure access to life-saving interventions in humanitarian situations. Disasters and situation of emergencies create socio-economic insecurity and safety issues for families, especially women-headed households and women living in camps, exacerbating the preexisting GBV concerns including increase child marriages and present new forms of GBV.
UNFPA has a long-standing partnership and humanitarian presence in the country, working in close collaboration with the federal and provincial government institutions, non-governmental organizations and other humanitarian actors to prioritize the provision of lifesaving sexual and reproductive health, and gender-based violence risk mitigation and response services. UNFPA co-leads the GBV coordination mechanisms along with respective National Disaster Management Authority, Provincial Disaster Management Authorities and Women Development Department and Social Welfare Divisions as applicable. The GBV sub-working group is active at the National level and in three provinces requiring regular technical assistance to build and sustain partnerships, strategic planning, capacity development, advocacy, and coordination of information management within the core functions of the working group.
Therefore, UNFPA plans to recruit a national Gender-Based Violence in Emergencies (GBViE) Programme Analyst, GBV/IE to support UNFPA Pakistan CO in implementing its GBV Prevention, mitigation and response programming for multiple emergencies.

Job Purpose:

In a highly complex operating environment, you will contribute to the effective coordination and technical lead of UNFPA Gender Based Violence in Emergencies Mandate with its convening functions.

You will facilitate the delivery of UNFPA’s GBViE workplans and the appropriate application of systems and procedures.

You will be expected to analyze and assess relevant political, social and economic trends and provide substantive inputs to coordination, joint programming initiatives and national development frameworks.

The role will be based in Islamabad with frequent travel to Provinces and Districts

You would be responsible for:

A. Strategic Planning, implementation and monitoring
• Contribute substantively to the formulation and design of the country programme and its GBViE component in line with Government priorities and according to UNFPA programme policies and procedures.
• Facilitate implementation of Standard Operating Procedures and Terms of Reference with GBV SW members with regular review throughout the multiple emergency phase.
• Work with partners to continually identify response gaps in line with proposed work plans (including geographic coverage and programmatic scope) and seek solutions to fill gaps.
• Provide substantive inputs to mainstreaming GBViE prevention, mitigation and response in the other components of UNFPA’s country programme.
• Help create and document knowledge about current and emerging gender and GBViE issues, by analysing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.
• Support implementation and review of a GBV sub-working group’s work plan at the national and provincial level.
• Promote engagement of a range of sectors and ensure realistic benchmarks and timelines for achieving set objectives.
Lead the development of the GBV sub working group strategy and workplan, in addition to updates of referral pathway to promote survivor access to services.

B. Advocacy, Partnership and Coordination
• Provide technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues.
• Provide UNFPA senior management with required analysis and advocacy messages to advance the GBV response agenda as and when needed.
• Support the establishment and/or strengthening of inter-agency, multi-sectoral GBV coordination groups at the national and sub-national level, including provincial and district–level hubs as needed.
• Promote, respect and ensure that the principles of partnership are reflected in the day-
to-day work of the GBV sub-working group.
• Support the establishment of result-oriented, two-way communication channels between national, provincial and other sub-national GBV coordination groups to ensure a standardized response to GBV.
• Proactively engage with all relevant stakeholders to ensure coordination bodies reflect the range of actors addressing GBV, including across multiple sectors (health, psychosocial, legal, security, etc.) and categories of actors (UN, NGO, civil society, government, etc.).
• Regularly represent the GBV sub-working group in Protection working group meetings, OCHA- led meetings (e.g. around the development of the Strategic Response Plan or for Inter-sectoral Coordination), and other relevant meetings, including those called by the inter-sectoral humanitarian working groups and relevant government coordination forums.
• Support the coordination and collaboration with other sectoral working groups such as the Health Working Group, Protection Working Group, Education Working Group, Nutrition Working Group, Mental Health and Psychosocial Support thematic Working Group, Reproductive Health Sub-Working Group etc. to ensure integration of GBV-related action in their Cluster plans and implementation to advocate for joint awareness-raising for non-GBV specialists.
• As necessary, leverage resources to support inter-agency GBV activities under the sub-working group.
• Identify resource gaps and need for GBViE and assist in drafting of proposals, concepts and appeals for resource mobilization.
• In consultation with governmental GBV actors and civil society, identify appropriate mechanism for working with and collaborating with national authorities on GBV issues.
• Participate in the multi-sectoral inter-agency coordination forum to contribute key information and messages, and undertake advocacy on behalf of the GBV sub cluster/working group.
C. Capacity Development
• Support and build capacities of the UNFPA staff, and the Government counterparts in the UNFPA working provinces to continue to lead and implement coordination and preparedness activities during the post-disaster and recovery phase (as applicable).

• Work with partners to initiate the development of an inter-agency GBV capacity development strategy that meets the needs and priorities of key national and local stakeholders to facilitate the implementation of agreed work plan(s).

• Revise existing GBV training materials according to local context and ensure partners’ access to relevant training sessions.

• Support efforts to strengthen the capacity of the GBV sub-working group members in planning and responding to GBV in emergencies and on safe and ethical GBV information management.

• Ensure all GBV sub-working group partners and others are aware of relevant policy guidelines, technical standards, and other resource materials.

• Facilitate Training of Trainers (TOT) aimed at strengthening National capacity, knowledge and skill in understanding coordinating GBViE, the guiding principles, approaches and core functions for improved preparedness and quality of multi-sectoral care for survivors.

In close collaboration with UNFPA gender team and GBV SWG members roll out the training, contextualization, adoption and implementation of the GBV minimum standards.
D. Information Management and Reporting..
In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies and the GBV AoR Information Management tools and resources
• Provide evidence-based needs analysis on the GBV situation, mainstream GBV in multi-sectoral assessments in addition to updating GBV information products and maintain a functional dissemination platform for the sub working groups.
• Ensure partners regularly and accurately contribute to the 5Ws , and other required sub working group data collection mechanisms.
• Plan and coordinate GBV safety audits, GBV assessments, response analysis, and GBV trends
analysis in collaboration with GBV sub working group and relevant agencies.
• Set standards and share guidelines for safe and ethical use of GBV data, and monitor the implementation of these standards by sub-working members to ensure compliance.
• Produce monthly reports against workplan output. Contribute to donor reports with UNFPA Humanitarian team.

Qualifications and Experience:

Education:

Advanced university degree in Gender Studies, Law, Social Work or any other relevant field of study.

Knowledge and Experience:

• At least 2 years of experience leading inter-agency coordination mechanisms with a wide range of stakeholders, preferably on prevention and response to GBV.

• Demonstrated knowledge of the critical components to facilitate effective inter-agency coordination and to refine programme design and to ensure alignment of organizational programme objectives to national priorities;
• Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions Knowledge of Pakistan’s socio-cultural issues, legal provisions, and systems of administration;
• Knowledge of rights-centered approaches and gender mainstreaming;
• Strong interest in humanitarian work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations;
• Knowledge of the UN system would be an advantage;
• Excellent writing, communication presentation and computer skills.

Languages:
