The Central African Republic (CAR) is going through a phase of gradual stabilisation after decades of violent conflict and political instability. These prolonged crises have severely hampered human development in a context already weakened by climatic risks. Although endowed with abundant natural resources and significant agricultural potential, CAR remains one of the least developed countries in the world. With a population of around 6 million, the country faces a number of challenges, including a glaring lack of basic infrastructure, low investment in productive sectors, and public institutions with limited capacity to perform their essential functions.

According to the United Nations Human Development Index (HDI) 2022, CAR ranks 188th out of 191 countries, with a score of 0.404. This ranking reflects poor performance in key areas such as health, education and living standards.

In response to these challenges, the United Nations Development Programme (UNDP) has implemented innovative and targeted programmes to strengthen the country's resilience and support a sustainable recovery. These initiatives include the Stabilisation Programme and the Support Project for the Electoral Process in the Central African Republic (PAPEC).

UNDP stabilisation programme: Launched on 24 February 2023 during a high-level mission to Sam Ouandja in north-eastern CAR, this programme responds to an explicit request from the government. It aims to meet the immediate needs of communities affected by conflict. The programme aims to support the improvement of the security situation, improve access to basic services and support the reactivation of the local economy. Anchored in the humanitarian-development-peace nexus, the programme also prioritises durable solutions for internally displaced persons (IDPs), returnees and community reintegration.

PAPEC (Projet d'Appui au Processus Electoral et Centrafrique with focus on local elections): PAPEC is designed to support democratic governance by supporting the Government and the National Elections Authority (A.N.E) in the organisation of elections to ensure that they are transparent, fair and inclusive to ensure the representation of diverse communities. Working closely with electoral bodies, government agencies and civil society, PAPEC strengthens electoral processes, improves institutional capacity and promotes public engagement. The project aligns local electoral practices with international standards, supporting democratic stability and accountability in CAR.

Role of the Programme Analyst: In this context, the role of the Programme Analyst is essential. Responsible for providing technical, financial and administrative support, the analyst oversees the planning, budgeting, monitoring and evaluation of projects to ensure their alignment with UNDP's strategic objectives and the expectations of donors. Working closely with field teams, implementing partners and project managers, the analyst helps to overcome the complex challenges associated with stabilisation and democratic governance. Under the direct supervision of the Stabilisation Programme Specialist and the guidance of the Governance and Rule of Law Advisor, the Programme Analyst will be responsible for the following tasks:.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. Duties and Responsibilities
Substantively contributes to project planning, implementation and technical support 

To assist in the formulation and review of annual work plans, aligning project objectives with UNDP strategic objectives. Develop and maintain implementation schedules and monitor project activities to ensure timely and effective delivery. Support the Project Manager in the preparation of project reports, including annual and quarterly reports, ensuring compliance with UNDP reporting standards. Supporting the design and operationalisation of project activities to achieve set targets, working closely with stakeholders to align project activities with UNDP guidelines. Coordinating the development of risk assessments and making recommendations on risk mitigation. Financial and administrative management Budget supervision: Assisting with budget formulation, revisions and monitoring of expenditure to ensure that project activities remain within budget and adhere to financial guidelines. Financial analysis: monitoring project expenditure, producing financial reports and ensuring accurate and timely processing of financial transactions. Compliance and documentation: Ensuring that all project expenditure is properly documented and aligned with UNDP financial regulations, guidelines and donor requirements. Supporting audits: Facilitating internal and external audit processes, providing all the necessary information and documentation and following up audit recommendations. Conducting monthly budget reviews, highlighting variances and advising on corrective action where necessary. Ensure monitoring and evaluation (M&E) Data collection and analysis: Supporting the development of data collection frameworks to effectively monitor project progress. Progress monitoring: Monitor and report on key performance indicators to ensure that project objectives and targets are being met. Evaluation and feedback: Participate in mid-term and end-of-project evaluations, compiling lessons learned and good practice for future programming. Coordination with field teams: Working with monitoring and evaluation teams in the field to monitor implementation and align with UNDP performance indicators and benchmarks Advise and support on coordination and communication   Leading regular meetings with project teams and stakeholders to ensure alignment of project activities with donor and partner expectations. Ensure accurate and timely dissemination of project reports, financial data and progress updates to relevant stakeholders. Cross-functional collaboration: Working with UNDP units, including finance, procurement and communications, to support project implementation Ensure Knowledge management   Organise training and capacity-building activities for the project team, implementing partners and stakeholders on UNDP procedures, financial management and project planning. Document and share best practices, lessons learned and knowledge resources to improve project management practices within UNDP. Providing technical advice to partners on compliance, budgeting and project reporting

2030 Agenda: Engagement & Effectiveness-Effectiveness: Project Quality Assurance Required Skills and Experience   Education:

An advanced university degree ( Master's degree or equivalent) in economics, political or social sciences, international relations, development, project management, business administration or a related field is required, or  A first-level university degree (Bachelor) combined with two additional years of qualifying experience will be duly given due consideration in place of the higher university degree. Experience: Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development portfolios and projects in a related thematic area. A minimum of two years' relevant professional experience, including at least one year's field experience in crisis or post-crisis contexts is desired  Experience in using computers and office software (MS Word, Excel, etc.), databases and web-based management systems such as ERP is required.  Experience of working with several donors and knowledge of their specific processes and standards would be an asset. Proven knowledge of monitoring and evaluation methodologies, principles and tools is desirable.  Knowledge of UNDP project management policies and procedures is highly desirable.  Experience in using Quantum and/or IFRS is desirable.  Experience in processing tender documents for contracts, including technical inputs/specifications for the procurement of services using international standards requirements is desirable.
