Project Context and Scope
The EU-funded IOM project “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)” aims at contributing to Ukraine’s trade facilitation and economic recovery through improving flows of essential goods through border crossing points (BCPs) and support the enhanced resilience and business continuity of Ukrainian border and migration authorities in the context of the ongoing Russian war against Ukraine.
Within the project IOM aims to support the Government of Ukraine in digital transformation of business processes within the mandate of the MinDev, including further development and maintenance of the ICT solution for queue management at IABCPs also known as “єЧерга” (“eQueue”) as the experimental project in collaboration with other Government actors.[1][2]

Category A Consultant: Tasks to be performed under this contract
Provide full-fledged support to the uninterruptable operation of the ICT solution for queue management at IABCPs (“eQueue” system), its regular maintenance, development, deployment and trial testing in line with the applicable national legislative framework. Contribute to defining and aligning project priorities in compliance with the national legislation and in close consultations with the project stakeholders. Coordinate the eQueue support team comprising of technical experts, advisors and a customer support group. Assign tasks, set efficient performance indicators and regularly monitor team’s performance. Coordinate and contribute to the development of technical documentation for the eQueue system. Coordinate development and deployment of the project solution for the eQueue system, which includes business process structure, database project etc. Coordinate the development processes with eQueue project team, stakeholders, contractors and experts. Provide advisory to the MinDev, in the development of regulatory acts in the field of international transportation of passengers and cargo in the aspect of digital transformation. Coordinate the integration of the eQueue system with other relevant information systems including those administered by other entities, coordinate the development and deployment teams of those. Coordinate all stages of software development (SDLC) using Scrum / Kanban / XP approaches and methodologies, etc. Maintain project documentation in Confluence / Jira / Notion / Trello (or other similar tools). Document the functionality of the ICT system and coordinate the development of digital services and services for the public and business. Hold regular meetings with stakeholders to refine ICT system requirements. Contribute to the development of technical requirements to ICT solutions for digital transformation. Maintain regular communication with government agencies, contractors, project partners, and other key stakeholders involved to ensure smooth communication including on clarification of stakeholders’ requirements and ensuring customer satisfaction Monitor all stages of system maintenance, software development and deliver relevant reports at the requests of the Ministry for Development of Communities and Territories of Ukraine, IOM and EU, contribute to the concept development process as well as development and review of technical documentation. Submit to IOM internal monthly reports on the work done, including narrative reports and financial estimations where applicable, as well as proposals, forecasts and estimations for the next reporting period. Perform such other duties as may be assigned. Performance indicators for the evaluation of results The delivery of consultancy services to the Government of Ukraine and the IOM project team is to be reported in a Consultant’s Timesheet and approved by the project staff. Education A university degree in information technologies, engineering, or other relevant fields. Alternatively, a university degree supported with professional certificates in ICT project or product management. Sound knowledge of project management using Agile approaches such as Scrum, Kanban, Crystal, FDD, XP, etc is required. Sound knowledge of software design and development process, formulation of high-level technical requirements for a software product is required. Sound knowledge of international automobile transportation of passengers and cargo, its key business processes and regulatory framework etc. is an asset. Experience More than three (3) years of experience in managing development, deployment, support of digital transformation solutions, or other similar and relevant ICT management experience At least one (1) year of experience in development of ICT solutions for government agencies, preferably within the framework of international technical assistance projects or other international projects. Experience in writing technical documentation, requirements and specifications for IT projects is required. Languages Fluency in Ukrainian is required. Fluency in English is preferred, intermediate knowledge of English is required. Travel required Travel within Ukraine may be required.
