PROJECT DESCRIPTION
FHI 360 is seeking applications for the position of Procurement Officer for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in the Philippines. EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). In the Philippines, EpiC will work in Greater Metro Manila (GMM) covering NCR, CALABARZON, and Central Luzon to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, community based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.
KEY RESPONSIBILITIES
The EpiC HIV Procurement Officer reports to the EpiC HIV Procurement Specialist (EHPS) and ensures compliance with FHI360 global and country office (CO) finance, administrative and procurement policies in performing the following tasks:
Prepare request quotations in close coordination with the EpiC-HIV Finance, Program, Strategic Information sub-teams to finalize purchase orders, and review invoices cleared by the EHPS prior to submission to Finance team for payment.
Ensure that all requests are made and processed in compliance with specific funding requirements.
Assist with developing bid specifications.
Assist in reviewing requisition orders to verify accuracy, terminology, and specifications.
Survey for reliable sources, locate and contact vendors, coordinate with internal and external parties for proposals/quotations.
Contact suppliers to schedule or expedite deliveries, resolve shortages, missed or late deliveries to ensure contract terms and company needs are met.
Review and approve bill for payment and calculates costs of orders and forward invoices to appropriate accounts.
Check shipments to ensure orders are filled correctly and goods meet specifications.
Compare prices, specifications, and delivery dates to determine the best bid among suppliers.
Update contract list and coordinate with regular contractors in renewing the contracts.
Develop and maintain information of all active vendors in the vendor database.
Performs other duties as assigned by the EHPS.
EDUCATION/REQUIRED JOB EXPERIENCE
Bachelor’s Degree or its International Equivalent, Business Administration, Legal Studies, or Related Field.
Minimum of 3 years related work experience with at least 1 year in USAID regulations in contracting and procurement and administrative support required.
Knowledge of donor (USG and non-USG) rules and regulations, common mechanisms of funding, contracting concepts and principles from the solicitation phase to post-award administration.
Knowledge of procurement standards and practices.
REQUIRED SKILLS

Excellent oral and written communication skills in English and a local language.
Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
Strong organizational skills and project management skills.
Ability to manage a variety of activities and pay close attention to detail.
