Background
WFP is the world’s largest humanitarian agency fighting against hunger worldwide. Finding long-term and sustainable solutions to chronic hunger is also a part of the WFP mandate. The WFP Centre of Excellence against Hunger was launched in November 2011. The Centre was established as a partnership between WFP and the Brazilian government, and it was created to support governments.
The Centre is an innovation that seeks to respond government demands for technical support to strengthen their national capacities and knowledge on sustainable school feeding and to support them in the design and management of healthy and sustainable national school feeding and other hunger programmes.
Supervision: Under the general supervision of the Director, the Procurement Associate reports to the Head of Support Services Unit (Finance Officer).
Accountabilities: Within delegated authority, the Senior Procurement Associate will be responsible for the following duties:
1. Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services.
2. Identify and recommend potential suppliers and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.
3. Review, record and prioritize purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services, at the lowest cost to WFP.
4. Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a senior officer, in order to obtain the best terms and lowest costs for WFP, as well as provide guidance and training to external stakeholders (partners, suppliers) ensuring Procurement procedures are followed.
5. Prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.
6. Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.
7. Research, collect and analyze data in order to produce reports to enable informed decisionmaking by Senior Management and Head of Support Services, and consistency of information presented to stakeholders.
8. Manage updates and further develop databases and records, to ensure information is accurate, organised, and available for others to access, and supports reporting requirements.
9. Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs as well as provide guidance and training to internal stakeholders (staff and others).
10. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
11. Act as backstop for the Travel Associate and, if needed, other Support Services Unit colleagues.
12. Actively engage with the UN Efficiency Agenda (BOS and relationship with other agencies). 13. Perform other tasks as required.
Minimum qualifications:
Education: University Degree in the field of Administration, Engineering, Economy, Accounting, International Relations/Business or other related field. Advanced studies or supplementary courses in the area of work is an advantage.
Experience: At least four years of progressively administrative responsible work experience including at least two years in the field of procurement.
Knowledge: Experience in the use of office equipment and computer software packages, such as Microsoft suites. Knowledge of ERP based information system is required. Knowledge of SAP is an asset.
Language: Fluency in both oral and written communication in Portuguese and English.
Desirable Skills: General knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Knowledge of WFP manuals, policies and procedures in the area of Procurement and WFP Financial regulations and rules is an asset.

Remuneration package
For this position, the incumbent is entitled to a gross monthly salary of BRL 11,804.83. WFP also pays the local social security plan (INSS). The contract includes a co-participative international health insurance plan to the employee and dependents (spouse and children), and a death and disability plan to the employee.
