Purpose of Job
The Principal, PODD Banking is responsible for the provision of high quality and consistent professional advice on all aspects of PODD procurement to Banking departments of the Bank. The role develops and maintains effective relationships and communication with key stakeholders and guides / advises more junior team members to ensure appropriate and high quality service delivery.

The PODD Principal in Consultancy Services team, will play a key role in the transformation & modernisation of the team, and will be involved in the design of the end-to-end business processes, change management and the implementation of the new eProcurement system.

Background
PODD provides the Bank's staff with services in all areas of the Bank, HQ and ROs related to procurement for the daily operation of the Bank as well as the consultancy services required to provide critical expertise in delivering the Bank’s mandate. PODD is required to ensure the continuing optimal efficiency, cost effectiveness and timely completion of procurement processes to support the Bank in the most efficient use of available funding and high quality delivery of its mandate. Protecting the Bank’s reputation as counterparty, PODD must deliver while meeting the requirements of transparency, fairness and accountability in the entire procurement and contract implementation processes. PODD adds value through appropriate, timely and effective procurement and through active contract / supplier management and an ongoing assessment of value for money, working closely with internal clients to deliver a continuous improvement approach to procurement and supplier management activities, and maintain up-to-date market knowledge in order to respond to both new requirements and to identify opportunities for enhanced value for money. PODD works with PPAD to ensure a common approach is taken by the Bank to procurement undertaken by the Bank’s clients and for the Bank’s own requirements.

Accountabilities & Responsibilities

  • Team Leadership: Manage, coach, and mentor a small team, fostering development and engagement. Lead talent management activities, including training and performance management.
  • Procurement Leadership: Take the lead in multi-disciplinary teams to develop and deliver long-term operational and commercial strategies. Lead negotiations, draft contracts, and resolve issues arising from project implementation.
  • Stakeholder Engagement: Develop and maintain effective relationships with key stakeholders across the Bank. Proactively seek opportunities to inform and endorse changes that enhance the Bank's PODD activity.
  • Strategic Planning: Contribute proactively to the planning of procurement projects and the development of procurement strategy for continuous improvement.
  • Change Management: Drive change within the PODD Banking team, ensuring alignment of operational and procurement objectives.
  • Innovation and Improvement: Identify opportunities for improvement and draft recommendations for new procurement strategies or practices, enhancing the overall PODD activity at the Bank.
  • External Representation: Represent the Bank in key external professional opportunities, using gained knowledge to inform enhancements of the Bank’s PODD Policy, Procedures, and strategies.
  • Team Management: Directly accountable for the engagement and effective overall management of staff, including recruitment, compensation, performance management, coaching, and development.
  • Championing Corporate Behaviors: Promote and role model the Bank’s Behavioral Competencies, ensuring the highest standards of integrity and ethical conduct within the team.
  • Transformation & Modernization: Play a crucial role in the transformation and modernization of the team, contributing to the design of end-to-end business processes and the implementation of the new eProcurement system.

    Knowledge, Skills, Experience & Qualifications:

    • Chartered Institute of Purchasing and Supply qualified or equivalent.
    • Proven procurement understanding and experience in the global consultancy market.
    • Experience in negotiating and awarding consultancy service contracts in an international environment.
    • Proven managerial experience in complex procurement projects and strategy development.
    • Sound background in developing and implementing effective procurement processes.
    • Excellent internal and external stakeholder engagement skills.
    • Good knowledge of contract law and EBRD Banking projects.
    • Strong organizational and communication skills, both written and verbal.
    • Results-oriented, self-motivated individual with excellent time management skills.
    • Ability to work independently, display initiative, and adapt to changing priorities.
    • Proven numeric ability with a high degree of accuracy in work delivered.
