    Organizational Setting and Reporting Relationship

    The position of Principal Economist (Development Impact) is assigned to the Economic Analysis and Operational Support Division (EREA) within the Economic Research and Development Impact Department. You will be based at our Headquarters in Manila, Philippines.

    You will report to Director, EREA and will oversee Local Staff.

    Your Role

    As a Principal Economist (Development Impact), you will play a key role in supporting ADB’s focus on enhancing the development impact of its operations. You will also lead and contribute to analytical and research work on policy-relevant issues of strategic interest to ADB Management and its developing members.

    You will:

    Development Impact and Operational Support

  • Undertake applied research on issues of assessing and improving development impact in general and at the project/program levels.
Advise on ways to maximize development impact, including fine-tuning ADB’s business processes and procedures and introducing new methods and approaches. Coordinate/lead the internal review and provide substantive advice and comments on the development impact of ADB's projects and programs, and sector, country, and corporate portfolio. Provide technical support and research expertise to ADB operations, including collaborating with ADB operational departments and country offices, reviewing institutional documents, and participating in review meetings and operational missions.

Economic Research

Contribute to/lead the design and implementation of research outputs and publications, including thematic reports, policy briefs, working papers, peer-reviewed journal articles, and ERDI flagship publications. Participate in teams preparing ADB flagship publications and other projects. Participate/lead in the delivery of internal and external training programs for ADB staff and government officials.

Project Management

Manage the design, implementation, and administration of technical assistance projects on empirically rigorous policy analysis across a broad range of areas.

Knowledge Management

Contribute to the sharing of ADB knowledge outputs and publications and support capacity building work of ERDI. Undertake collaborative research, distribution, networking, and capacity building activities with specialists across a global network of knowledge institutions and with other ADB knowledge and operations departments. Participate/lead and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination, and knowledge building.

Staff supervision

Oversee the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance. Provide leadership and mentoring to teams and individuals and ensure their ongoing learning and development.

Qualifications

You will need:

PhD in Economics or related fields, with a background in empirical analysis and policy-focused research. At least 12 years of relevant professional experience including international work experience. Demonstrated experience conducting independent research with evidence of high-quality research output and record of publications in international peer-reviewed professional journals. Expertise and experience in development impact, impact evaluation, and related areas would be an asset. Technical knowledge, analytical, and conceptual skills in economics. Good understanding of ADB's institutional context, priorities, and goals. Written and verbal proficiency in English. This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
