UNEP OzonAction Branch under the Law Division is one of the four Implementing Agencies under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Government of Belize, Guyana, Grenada through its National Ozone Units (NOU) is implementing the project “Preparation of national inventory of banks of waste-controlled substances and development of a national plan for the management of these substances (decision 91/66)” (National Inventory of Banks).The project is being implemented with defined objectives, emphasizing national data collection to enable the Government to have comprehensive information to inform in the implementation and delivery of the development of an inventory of banks of used or unwanted controlled substances. An action plan with activities and policies to enhance the collection and disposal of used or unwanted ODS and HFCs, including consideration of recycling, reclamation, and cost-effective destruction, in line with ExCom Decision 91/66 is required. The consultant should inter alia deliver the following activities; Development of the report on data collection for the National Inventory of Banks for Belize, Guyana, Grenada will entail the following: i) Desk study on available data on banks of used and unwanted controlled substances: Review existing data on refrigerant banks and set up a database of these substances for the past 5 years this should also include controlled substances in installed equipment. Additionally, identify missing data and address them in primary data collection where necessary. ii) Develop a stakeholder database: The creation of a stakeholder database with key details, and conducting surveys was necessary to close data gaps. Additionally, identifying possible existing laboratories able to analyse the composition of used or unwanted ODS and HFCs, and the need for upgrading such laboratories. Finally, identify data gaps and improvement opportunities. iii) Preparation of Report on data collection for the National Inventory of Banks: Develop a report on data collection for the National Inventory of Banks in line with UNEP and MLFS guidelines. iv) Final progress Report: Develop a report on the delivery of the agreed workplan for the National Inventory of Banks for Belize, Guyana, Grenada by August which may include additional data or information as requested by the international consultant. Qualifications/special skillsCertification in Refrigeration and Air Condition (RAC) or Bachelor of Environmental Science, Engineering or equivalent; or, other academic qualifications, in combination with the qualifying five (5) years of working experience in a related field may be accepted in lieu of the bachelor’s degree. Required Experience working with the NOU at the national level, showcasing a deep understanding of the specific challenges and contexts associated with local circumstances. A minimum of 5 years of previous experience in supporting project implementation (e.g. national survey, study project, developing reports, organizing stakeholder consultations) at the national level. Demonstrate progressive experience in the field of environment, engineering, RAC, or a related field. This experience should include a strong understanding of relevant areas and expertise in the subject matter. Demonstrate an understanding of policy and technical issues related to ODSs, HFCs, and alternatives to HFCs in the RAC servicing sector. Professional experience in the field of Montreal Protocol, RAC or climate change. Experience in national data collection in the RAC sector. Experience in writing and reviewing technical project proposals. Excellent communication skills in English, enabling the effective sharing of knowledge and information with a diverse audience. LanguagesExcellent written skills in English are required. English and Spanish are among the working languages of the United Nations Secretariat.
