The Law Division works with international and non-governmental organizations, national and local governments, businesses and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and International Agreements. UNEP OzonAction Branch under the Law Division is one of the four Implementing Agencies under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Government of Grenada through its National Ozone Unit (NOU) is implementing the project “Preparation of national inventory of banks of waste-controlled substances and development of a national plan for the management of these substances (decision 91/66)” (National Inventory of Banks). The project is being implemented with defined objectives, emphasizing national data collection to enable the Government to have comprehensive information to inform in the implementation and delivery of the development of an inventory of banks of used or unwanted controlled substances. An action plan with activities and policies to enhance the collection and disposal of used or unwanted ODS and HFCs, including consideration of recycling,and cost-effective destruction, in line with ExCom Decision 91/66 is required. The consultatn should inter alia perform the following activities: • The work of the consultant will be managed by UNEP, Compliance Assistance Programme (CAP), Latin America and Caribbean Office • The consultant will be responsible for supporting the implementation, monitoring, reporting, and evaluation of planned actions as part of the National Inventory of Banks. UNEP, as the lead implementing agency, will be responsible for the development of data collection methodology and approach and the final product (report) which will include the incorporation of ODS/HFC bank data; analysis of institutional, policy, and regulatory frameworks; and the National Action Plan. The implementation support, monitoring, reporting, and evaluation as part of the National Inventory of Banks for Grenada will entail the following: i) Coordinate and support NOU, UNEP’s international consultant and National Consultant (Data collection):Provide support and coordination services to the NOU and other UNEP consultants to ensure adherence to timelines and ensure that information necessary for the preparation of consultant outputs is provided. ii) Coordinate and organize stakeholder consultations: Stakeholder consultations are necessary as part of the development of the National Inventory of Banks. This provides the opportunity for feedback to be incorporated in the inventory and increased stakeholder buy-in. iii) Preparation of progress and financial report for activities as part of the National Inventory of Banks: Develop a report of the activities as part of the National Inventory of Banks in line with UNEP and MLFS guidelines. iv) Coordinate the development of gender mainstreaming materials: Develop video and publication for print focusing on females and gender mainstreaming activities in Grenada and the Caribbean region. Qualifications/special skillsBachelor’s degree in environmental sciences or related field; or, other academic qualifications, in combination with two (2) years of qualifying work experience in a related field may be accepted in lieu of the bachelor’s degree. Experience in working with the NOU at the national level, showcasing a deep understanding of the specific challenges and contexts associated with national circumstances Demonstrate progressive experience in the field of environment or a related field. This experience should include a strong understanding of relevant areas and expertise in the subject matter. A minimum of 2 years of previous experience in project implementation and reporting (e.g. national survey, study project, developing reports, organizing stakeholder consultations) at the national level. Professional experience in the field of Montreal Protocol, Environmental science, climate change, or energy efficiency. Demonstrate an understanding of policy and technical issues related to Montreal Protocol. Experience in national data collection in the Refrigeration and Air Conditioning sector (RAC). Experience in writing and reviewing technical reports Excellent communication skills in English, enabling the effective sharing of knowledge and information with a diverse audience LanguagesEnglish and Spanish are among the working languages of the United Nations Secretariat.
