    Organizational Setting and Reporting Relationship

    The position of a Portfolio Management Officer (PMO) is assigned to the Pacific Subregional Office in Fiji (SPSO) within the Pacific Department (PARD). PARD maintains client relations, delivering ADB assistance to countries in the Pacific region, and coordinating with development partners. SPSO was established in 2004 and is responsible for country programming, portfolio management, processing and implementation of projects in multiple sectors of projects for Cook Islands, Fiji, Kiribati, Niue, Samoa, Tonga, and Tuvalu.

    You will be based at the Pacific Subregional Office in Fiji. You will report to SPSO Country Operations Head or designated international staff.

    Your Role

    As a Portfolio Management Officer, you will assist SPSO in country operations handling of portfolio management, country programming, loan/technical Assistance (TA) processing and implementation, capacity building initiatives, and support sector groups in project and program implementation, portfolio management, and other general activities, covering public and private sector operations.

    You will:

  • Support Regional Director (RD), Country Operations Head (COH), and Country Specialists in providing oversight to country program, TA projects, and loan administration and assisting in the identification and execution of required measures to address and resolve program and project implementation problems and conducting the Country Portfolio Review and Programming Missions.
Support COH in planning, organizing, conducting Country Portfolio Reviews in DMCs of SPSO; Organize meetings with key stakeholders, preparing background paper and memorandum of understanding, identifying systematic issues affecting the operations and following up action plans. Support ADB sector groups (SGs) in project administration and monitoring work plan delivery , including coordinating delivery, conducting regular review with related sector clients, monitoring and reporting project /program progress. Support ADB SGs and implementing agencies in program and project administration to ensure implementation and performance reporting, procurement, and compliance with ADB policies. Support the prompt identification of and proper attention to problem or potential problem projects and provide advice to COH in the review and improvement of project administration policies. Review project and TA concept papers, other processing documents and documentation for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements. Lead processing and implementation of portfolio and capacity development TAs Plan and deliver training workshops for Executing Agencies in areas relating to project administration/ management. Support COH organizing Country Management Team meetings and monitoring and reporting the pipeline data in Sovereign operations Support focal for sectors in portfolio monitoring and maintain close relationships with relevant government agencies and HQ staff. Perform other tasks as reflected in your workplan.

Qualifications

You will need:

Bachelor's degree in engineering, project management, procurement, or other related fields; preferably with advanced training. At least 8 years relevant experience; related experience in international agencies. Sound knowledge of government administrative systems, guidelines, and procedures. Ability to work develop professional relationships and collaborate with different teams in a multicultural environment. Ability to identify issues and appropriate actions at the field office level. Ability to plan and manage a variety of deliverables under given timelines. Proficiency in office computer applications and other similar information technologies. Ability to mentor junior colleagues to facilitate work planning, delivery and quality review Excellent proficiency in written and verbal English communications. Additional Information

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.

This vacancy is a regional staff position with local remuneration package. It is open to nationals and permanent residents residing in the duty station, Fiji Islands, and ADB member countries in the Pacific region such as Australia, Cook Islands, the Federated States of Micronesia, Kiribati, Papua New Guinea, the Republic of the Marshall Islands, Nauru, Niue, New Zealand, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
