The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. We provide a forum for policy dialogue and exchange, common standards and principles, comparative international data and analysis to support innovation and reform across the OECD. GOV supports countries to promote good governance and democracy through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth. It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.

Within GOV, the Anti-corruption and Integrity in Government Division (ACIG) helps governments design and implement comprehensive public integrity strategies in alignment with the OECD Recommendation on Public Integrity, the OECD Recommendation on Principles for Transparency and Integrity in Lobbying, and the OECD Recommendation on Guidelines for Managing Conflict-of-Interest in the Public Service. To do so, ACIG focuses its work in three areas: (i) anti-corruption efforts, (ii) corruption and fraud risk management, internal control and audit, and (iii) strengthening political integrity. ACIG develops standards and guiding principles, facilitates policy dialogue, generates comparative country data, and assesses and assists countries’ public integrity systems.

GOV/ACIG is looking for a Policy Analyst to support the work programme of the Division and carry out the responsibilities below. The individual will report to the Tech and Analytics Team Lead.

Job Description

Research, analysis and drafting

  • Deliver high-quality technical analysis for ACIG's current initiatives related to the use of technology and data, providing ongoing support in conducting research and analysis to support integrity in government including but not limited to anti-corruption and integrity activities, internal and external audit, lobbying, assets, and interest declarations.
  • Develop tailored policy assessments and recommendations, taking into account country context, good practices and comparative evidence from OECD member and non-member countries.
  • Develop prototypes and tools including writing and verifying code for later implementation by beneficiary institutions.
  • Develop practical materials, tools and guidance that governments can use for strengthening their strategies, policies and practices.
  • Contribute to drafting reports, presentations and articles aimed at both technical and non-technical audiences.

    Portfolio and project management

    • Support the implementation of project plans and organisation of fact-finding missions.
    • Liaise with country contact points to ensure due completion of data collection and validation processes.
    • Organise and deliver capacity-building activities, such as workshops and seminars, virtually and in-person.
    • Manage external consultants to support the delivery of projects, as needed, ensuring high-quality deliverables at all stages of a project.

      Liaison, representation and dissemination

      • Plan and deliver capacity building activities to internal and external audiences to disseminate the knowledge and results of projects and research activities.
      • Support activities related to the Tech and Analytics Community of Practice.
      • Participate in fact-finding or other missions to Member countries and non-Member economies, as required.
      • Support the planning and implementation of the Division's Programme of Work, including contributing to preparations for the autumn meeting of the Working Party of Public Integrity and Anti-Corruption Officials (PIAC).

        Qualifications

        Academic Background

        • Advanced university degree or equivalent qualification in data science, actuarial science, econometrics, mathematics, statistics, public policy, public administration or an equivalent diploma in a related field.

          Professional Background

        • This vacancy may be used to create a pool of candidates for comparable positions, both for open-ended and fixed-term functions.

          Salary Information

        • This position is graded PAL5.
      • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
    • The OECD Rules and Regulations stipulate that the mandatory retirement age is 67.

      Selection process

      For retained candidates, written tests and video interviews are foreseen at the end of September/beginning of October 2025, and panel interviews are planned in October 2025.
